The regular meeting of the City Council was called to order at 7:04 p.m., at City Hall located at 3940 Grandview Avenue.

MINUTES: Motion was made by Councilman Nay, seconded by Councilman Weiter to
approve the minutes of the meeting of July 12, 2011.

Upon vote (7-0), the minutes were unanimously approved.

Mr. Tim McNally from Waste Management expressed his interest in bidding for the garbage contract in 2012. Waste Management has expanded their recycling which include CFL light bulbs, as well as other E-cycling programs.

Municipal Order 11-008 – A Municipal Order Relating To The Appointment of Susan Clark As City Clerk.

Susan Clark will be, and is appointed to the office of City Clerk, thereby becoming City Clerk/Treasurer of the City of St. Matthews, effective at 12:01 a.m. on August 1, 2011.

Susan Clark will be replacing Jim King who is retiring effective July 31, 2011.

Motion was made by Councilman Tonini, seconded by Councilman Nay to approve Municipal Order 11-08.

Upon vote (7-0), the motion was unanimously approved.

Mayor Bowling presented retiring City Clerk Jim King, with a plaque for his 35 years of service to the city, on behalf of himself, the council member and the residents of the city.

Ordinance No. 11-04 – Regulating Fireworks – 1st Reading

Ordinance No. 11-04 – An Ordinance Regulating and Prohibiting the Purchase, Possession, Retail Sale and Use of Fireworks Within The City of St. Matthews and Repealing Prior Ordinances.

Motion was made by Councilman Nay, seconded by Councilman Weiter to approve the first reading of Ordinance No. 11-04.

Upon vote (7-0), the motion was unanimously approved.

BILLS: Motion was made by Councilman Tonini, seconded by Councilman Nay to approve the list of bills, attached, for payment, total $220,564.58.

Upon vote (7-0), the motion was unanimously approved.

Mayor Bowling announced that Senior Care Experts (SCE) will be holding a Shred Day on Saturday, August 6, 2011, between 9:30 a.m. to 11:30 a.m. at 145 Thierman Lane. There will be a charge of $5.00 a car load.

COMMITTEE REPORTS

Councilman Tonini

The Police Department has hired Tony Cobaugh as a part time officer. Officer Cobaugh is a skilled trainer in CPR who can train or recertify all of the existing St. Matthews police officers in house. Officer Cobaugh is a former commander of the Louisville Metro Swat Team.

Councilman Nay

The next newsletter is nearly complete and is expected to be submitted to the printer shortly.

Councilman Nay asked that the council be copied on replies made to citizens who submit questions via the city website and/or the 24/7 Call St. Matthews Information Line. This will allow the council to know (1) that the question has been addressed and (2) what information was relayed back to the citizen. Mayor Bowling indicated that he would look into this request.

City Attorney Foster Haunz acknowledged that he was contacted by Attorney Gary Siemans regarding the properties located at 1024 Fenley Avenue and 1028 Fenley Avenue. Mr. Siemans reported that both properties are currently in deplorable conditions.

Councilman Art Draut commended Jim King for his 22 years of service, during Councilman Draut’s previous terms as mayor of St. Matthews, and hates to see him go. Councilman Draut stated that “Jim King has served the city well”, which was seconded by all fellow councilmen.

ADJOURN: Upon motion made by Councilman Nay and seconded by Councilman Weiter the meeting was adjourned at 7:44 p.m.
