Council Meeting Minutes

March 8, 2016

The regular meeting of the St. Matthews City Council was called to order at 7:01 p.m. by Mayor Richard Tonini.  The meeting was held at St. Matthews City Hall, 3940 Grandview Avenue.  The following people were present:

MINUTES

A motion was made by Councilman Nay to approve the minutes from the February 23, 2016 meeting.  The motion was seconded by Councilman Schade.

Upon vote:  (5-0) the motion carried.  Councilmen Flynn, Wissing and Monohan were absent and unable to participate in the vote.

PUBLIC COMMENTS

No one from the public chose to address the council at this time.

PENDING BUSINESS

There was no pending business to discuss at this time.

NEW BUSINESS

MUNICIPAL ORDER 16-03      EMERGENCY ROOM EXPANSION                 FOSTER HAUNZ

                                                BAPTIST HEALTH, 4000 KRESGE WAY

Scott Hannah began indicating Baptist Health is requesting a conditional use permit for a 9,278 square foot addition to the Emergency Room at 4000 Kresge Way.  The change was approved by the Louisville Metro Board of Adjustments on February 21, 2016.  The original plan was submitted and approved in 1966 and has been modified several times since.  The purpose of this expansion is to better serve people in this area.  Jack Ruf, St. Matthews Zoning Officer reported he saw no obvious issues with the application.  Councilman Nay made a motion to accept Municipal Order 16-03.  The motion was seconded by Councilman Bowling.

Upon Voice Vote:  (5-0) the motion carried.  Councilmen Wissing, Monohan, and Flynn were absent and unable to participate in the vote.

INTRODUCATION OF JOHN SINGLER                                                         MAYOR RICK TONINI

Mayor Tonini then introduced attorney John Singler of Hodge, Singler, and Ritsert.  Two members of his law firm, himself and Carrie Ritsert, will be representing the City of St. Matthews following the retirement of Foster Haunz.  Mr. Singler comes to this position with 20 years experience representing several other municipalities in the area.

2016 PROPERTY VALUATION ADMINISTRATION (PVA)  RE-ASSESMENTS                     

             TONY LINDAUER        Property Valuation Administrator, Jefferson County

Jefferson County Property Valuation Administrator Tony Lindauer informed those present that the homes in the City of St. Matthews as well as the adjoining area will be receiving a reassement this year of their property values.  The last assessment was completed in 2007.  Property values are ascertained by recent home sales.  Homes in St. Matthews continue to sell quickly due to the popularity of the area and the charming architecture.  Examples of characters that add value to any home are number of bath’s, updated kitchen, if a garage is present, basement, overall square footage of the home, style of house, and type of veneer, i.e, brick, siding etc.  Home owners can appeal an assessment via the internet by going to www.jeffersonpvaky.gov. Pictures submitted are very helpful.  Letters from the Office of the Jefferson County will be mailed to home owners in late April, 2016 notifying them of the reassesments.

EXPENDITURES

Councilman Bowling made a motion to approve the expenditures listed and have checks drawn on the city’s treasury in the total amount of $ 197,772.29.   The motion was seconded by Councilman Weiter.

Upon Vote:  (5-0) the motion carried.  Yes Votes:  Councilmen Holland, Weiter, Schade, Bowling and Nay.  No Votes: None.  Councilmen Flynn, Monohan, and Wissing were absent and unable to participate in the vote.

COMMITTEE REPORTS

  • Upon inquiry, Councilman Holland said he would obtain the criteria for turning on the big ball field lights. At this time it is unknown to anyone on the committee who with the St. Matthews Little League has keys and the authority to do so.
  • Councilman Bowling relayed the St. Matthews Little League Parade is scheduled for Saturday, April 16th. Additionally, research is being conducted related to the cost of heroin overdose kits for all police cars.  The expiration dates of the medicine is a factor in the decision making process.  Lastly, interviews will begin next week for 3 full-time officer positions and 3 part-time officer positions.

CITY ATTORNEY’S REPORT

Foster Haunz stated he has completed the first draft of the garbage contract.  City Clerk Susan Clark will send to the councilmembers tomorrow for their review.  The contract mirrors the contract currently in place.  Mayor Tonini interjected that HB454 may have an impact on the garbage contract going forward.  Mr. Haunz said the contract can be renegotiated after two years.

MAYOR’S REPORT

Mayor Tonini said the architects are continuing their work on the possible library addition as well as the renovation to City Hall.  Details will be forthcoming in the months ahead.

Councilman Bowling made a motion to adjourn the meeting.  The motion was seconded by Councilman Schade.

Upon vote:  (5-0) the motion carried and the meeting adjourned at 8:00 p.m. Yes Vote:  Councilmen Holland, Weiter, Schade, Bowling, and Nay.  No Votes: None.   Councilmen Monohan, Wissing, and Flynn were absent and unable to participate in the vote.
