March 28, 2023
A meeting of the St. Matthews City Council was held in-person on Tuesday, March 28, 2023. The meeting was called to order at 7:02 p.m. by Mayor Richard Tonini. The following people were present:

The Pledge of Allegiance was accomplished followed by the roll call vote of attendance.
MINUTES
A motion was made by Councilmember Nay to approve the minutes from the March 14, 2023 council meeting. The motion was seconded by Councilmember Olson.
Upon Voice Vote: (7-0) the motion carried.
A motion was made by Councilmember Nay to approve the minutes from the March 28, 2023 Caucus meeting. The motion was seconded by Councilmember Holland.

PUBLIC MEETING COMMENTS
Ms. Kate Leitner, Manager of the St. Matthews/Eline Branch of the Louisville Free Public Library, reviewed a list of upcoming programs and events. A Microsoft Word class will be held Thursday, April 6th at 2:00 p.m. Family movie night featuring Frozen II will be held on the same day at 6:30 p.m. Pint-size play date will be held on Saturday, April 1 starting at 10:30 a.m. Café Louie will be held at the Jeffersontown Library on Saturday, April 1 at 9:00 a.m. Many events will be held during Spring Break week and are listed on the LFPL website under the events tab.
Josh Suiter, Executive Director of the Chamber of St. Matthews relayed there will be a ribbon cutting for Palmetto Moon on Friday, April 7th at 10:30 a.m. The Chamber is hosting a job fair on May 19 from 10:00 a.m. to 2:00 p.m. at the Louisville Marriott East.

Attorney John Singler relayed St. Matthews Planning and Zoning Administrator Jack Ruf previously found erroneous language in the record plat from Louisville Metro that created a delay until it could be corrected. Councilmember Flynn inquired if the access easement issue had been resolved. It was learned it is now workable. Mike Keaton, Vice President of Texas Roadhouse and Jantz Sedikes with Jaggers Restaurant are in support of moving forward with the municipal order. Councilmember Frank Flynn made a motion to accept MO 23-01. The motion was seconded by Councilmembers Bowling and Nay.
Upon Voice Vote: (7-0) the motion carried.
NEW BUSINESS
ORDINANCE 23-01 SOCIAL MEDIA POLICY JOHN SINGLER, ATTORNEY
1st Reading
Mr. Singler reviewed the proposed ordinance and highlighted it is important to control content. Public comments will not be allowed in most instances. Councilmember Bowling made a motion to accept this as 1st reading of Ordinance 23-01. The motion was seconded by Councilmember Nay.
Upon Voice Vote: (7-0) the motion carried and the 1st reading was accomplished.

73rd ANNIVERSARY OF ST. MATTHEWS
BECOMING A CITY
Mayor Tonini stated on March 22, 1950 St. Matthews officially became a city. Councilmember Nay read the minutes from the 1st meeting held at the home of Mayor Noland on Kennison Avenue. Councilmember Bowling noted St. Matthews has been a city for 73 years but a community for 200 years.
HONORING COUNCILEMBER STUART MONOHAN RICHARD TONINI, MAYOR
FORMER LONG-TIME COUNCILMEMBER
Mayor Tonini presented former St. Matthews Councilmember Stuart Monohan with a plaque acknowledging his many decades of service to the citizens of St. Matthews. Councilmember Monohan was instrumental in the beautification of the parks and played a major role in the development and maintenance of the ballfields along with many, many other projects. Councilmember Monohan decided to retire last month after numerous years of service as a councilmember for the City of St. Matthews and additionally the former City of Cherrywood Village. Mayor Tonini also named March 28, 2023 at Stuart Monohan Day.
EXPENDITURES
Councilmember Bowling made a motion to approve the expenditures listed and have checks drawn on the city’s treasury in the total of $246,765.54. The motion was seconded by Councilmember Olson.
COMMITTEE REPORTS
· Councilmember Hernandez mentioned the first Planning and Zoning meeting was held just prior to the council meeting. Items discussed were purpose of the committee and priorities for the year. A date for a second meeting has not been set at this time.
· Councilmember Nay stated a recycling event for electronics will be held Tuesday, April 4 from 10-12. In the event of rain, the event will be held April 11. Also, Organ and Tissue Day is to be held on Friday, April 14th. The City of St. Matthews will honor the event on Tuesday, April 4 at 7:00 p.m. in the front of City Hall. All councilmembers are invited.
CITY ATTORNEY’S REPORT
Mr. Singler had no additional report.
MAYOR’S REPORT
Mayor Tonini gave the following report:
· Tim Boden, representing the Arterburn family, has volunteered to provide a plaque to be placed to the front of The Arterburn, formally known as the St. Matthews Community Center. The plaque will provide history of the Arterburn family to this area.
· It will soon be time for the garbage contract to be placed for bid. The expectation is for the prices to rise significantly. The city can specify a bid request that includes toter service as well as back door service and another bid for toter service only. Eliminating back door service may help keep the price from spiking so significantly. Councilmember Flynn inquired about the number of residents who utilize back door service. City Clerk Susan Clark relayed the number is between 15-20%.

Councilmember Holland made a motion to adjourn the regular meeting. The motion was seconded by Councilmember Bowling.
