1. Called the Meeting to Order: Chief Barry Wilkerson (Chair) called the meeting to order at 6:05 P.M.
2. Roll Call – Chief Barry S. Wilkerson, Major Leon E. Jones, Jr, Major Anthony J. Cobaugh, Mayor Richard J. Tonini, Councilmember Benard F. Bowling, Jr.(absent), Councilmember Timothy Holland
Also in attendance: Judi Kassebaum, City Clerk
3. Approval of Minutes (12/9/2025)
a. Councilmember Holland made a motion to accept the minutes.
b. Second: Mayor Tonini
c. Vote: Motion carried unanimously
4. New Business
a. Personnel– Kenneth Corman will start February 1, 2026. One officer is on light duty due to an off-duty injury requiring surgery, and the officer on worker’s comp will start light duty work February 9, 2026.
b. Crime –The number of TBUTs has decreased, although this weekend 8-9 incidents occurred at Mallard Creek Apartments, and several cars were broken into at the Hilton Garden last night. In 2025 the number of property related crimes were down, and the number of violent crimes increased.
c. Medical Director –The Chief will get pricing for occupational medical services from Dr. Price and U of L to compare with current pricing from the City’s provider. The City’s provider approved a “fit for duty” exam, then rescinded the “fit for duty” after a job offer had been made to a new officer based on the original exam approval. This caused an embarrassment to the City; the officer scrambled for a second opinion; and delayed the officer’s start date.
f. Equipment – The City has several Flock cameras, and access to cameras owned by private businesses and other cities. Tax credits are not offered by the City for private businesses installing the cameras. Vehicles under lease can be bought out for $3,000 – $5,000 each. The Chief suggests the City buy them and continue to use them for as long as possible. The number of vehicles in the fleet should return to previous levels as vehicles are auctioned and replaced. New vehicles are estimated to be $1,000 more than last year for each purchase.
g. Events – SMPD Awards Banquet is February 28, 2026. Approximately 10-12 awards will be given.

a. Motion: Councilmember Holland made a motion to adjourn the meeting.

c. Vote: The motion passed unanimously, and the meeting concluded at 6:40 P.M.
