POLICE STEERING COMMITTEE
February 10, 2026 6:00 PM

1. Called the Meeting to Order: Chief Barry Wilkerson (Chair) called the meeting to order at 6:04 P.M.

2. Roll Call – Chief Barry S. Wilkerson, Major Leon E. Jones, Jr, Major Anthony J. Cobaugh, Mayor Richard J. Tonini, Councilmember Benard F. Bowling, Jr.(absent), Councilmember Timothy Holland

Also in attendance: Judi Kassebaum, City Clerk

3. Approval of Minutes (1/27/2026)

a. Councilmember Holland made a motion to accept the minutes.
b. Second: Mayor Tonini
c. Vote: Motion carried unanimously

4. New Business

a. Personnel– Kenneth Corman started February 1, 2026. Due to complications, an officer on light duty will remain on light duty for another month. An officer on worker’s comp will be out another month.
b. Executive Session [KRS 61.878(1)(m)] Exempt Records Discussion
Chief Wilkerson made a motion to enter into Executive Session and was seconded by Maj. Cobaugh. Executive session began at 6:09. Personnel issues were discussed. Mayor Tonini made a motion to return to open session and was seconded by Councilmember Holland. The motion carried and returned to open session at 6:11 PM
c. Crime –After Major Cobaugh met with local businesses regarding crime, more crime has been reported. Overall crime has declined over the last eight years when the new administration started keeping statistics.
d. Equipment – The Star Chase is under consideration and would only be on a couple of cars per shift. A three-year contract for the speed study software would offer the most discounted rate.

5. Events – SMPD Awards Banquet is February 28, 2026. Approximately 20 awards will be given.

6. Meeting Adjournment

a. Motion: Councilmember Holland made a motion to adjourn the meeting.
b. Second: Mayor Tonini
c. Vote: The motion passed unanimously, and the meeting concluded at 6:48 P.M
