The regular monthly meeting of the St. Matthews City Council was called to order at 7:01 p.m. by Mayor Bowling.   The meeting was held at St. Matthews City Hall, 3940 Grandview Avenue. The following people were present:

MINUTES

 

A motion was made by Councilman Nay to approve the minutes from the October 14, 2014 meeting. The motion was seconded by Councilman Weiter.

 

Upon vote: (7-0) the motion passed and the minutes were approved. Councilmen Draut was absent and unable to participate in the vote.

 

PUBLIC COMMENTS

 

Laurie Probus greeted the council members and relayed she is just checking-in. Several education opportunities will be forthcoming for all residents of Jefferson County regarding the new regulations for collection of yard waste. She also thanked Mayor Bowling for pushing for the January 1, 2015 implementation date which was eventually adopted instead of the original October 1, 2014 implementation date. Changing a rule during the heaviest yard waste collection times would have been much more confusing for residents. Having a January 1, 2015 implementation date also creates more time to create education opportunities. It is very important from a recycling view point that yard waste is not collected in recycling bins as it contaminants the recycling products and they have to be sent to the land fill.

NEW BUSINESS

 

MUNICIPAL ORDER 14-08      RDDDP – The Colony            

                                               

In the absence of City Attorney Foster Haunz, Mayor Bowling summarized Municipal Order 14-08 which adds 300 square feet to the building. St. Matthews Planning and Zoning Officer Jack Ruf added this would involve updating the binding elements. Councilman Weiter inquired if the parking is sufficient for the additional 300 square feet of space. Mr. Ruf replied adding the square footage only changes the parking space requirement by 1 and yes, there is sufficient parking for the requested change. Councilman Tonini made a motion to accept Municipal Order 14-08. The motion was 2nd by Councilman Weiter.

 

Upon vote: (7-0) the motion carried. Councilman Draut was absent an unable to participate in the vote.

 

ORDINANCE 14-12     ANNEXATION OF PROPERTY – 1st Reading

416 SPRINGWOOD LANE, 4095 MASSIE AVENUE, 4125 MASSIE AVENUE

 

Mayor Bowling explained that due to a plot of land that was not on the original surveyor’s map, one piece of property was not officially annexed at the same time as the rest of Springwood Lane. The property owner does want to be in the City of St. Matthews as noted in the original petition. Councilman Flynn made a motion to accept this as 1st reading for Ordinance 14-13. The motion was 2nd by Councilman Nay.

 

Upon voice vote: (7-0) the motion carried. Councilman Draut was absent and unable to participate in the vote.

 

 

DISUCSSION – REQUEST FOR APPROVAL OF OFF-PREMISE SIGN 3920 DUTCHMAN’S LANE

 

Kentucky One Health is requesting a change in a freestanding sign with the rebranding of their logo. Jewish Hospital owns 2 separate properties and while visually the proposed sign appears to be on the same premise of the main building, it technically is on a separate plot of land. The current sign has 3 issues as noted in 2B, 2F, and 2G. Mr. Ruf suggested that to be in compliance, a request should be made to BOZA for variances. Councilman Tonini summarized that if Kentucky One Health receives the variances from BOZA, then the St. Matthews council can approve their request for an off-premise sign in order to get this request completed correctly.   He then made a motion to this effect. Councilman Monohan 2nd the motion made my Councilman Tonini.

 

Upon vote: (7-0) the motion carried. Councilman Draut was absent and unable to participate in the vote.

 

COMMITTEE REPORTS

 

  • Councilman Monohan inquired if the Community Center Park improvements had gone out to bid. City Clerk Susan Clark confirmed that City Engineer Jim Birch said the project has gone out to bid.
  • Councilman Schade said painting of City Hall has finally commenced.
  • Councilman Tonini informed those present a mock drill was completed at Waggener High School last week. Students, teachers, and administration officials were involved and the cooperation between all the entities went very well. On another subject matter, research is on-going concerning the use of body cameras for the police officers. Additionally, police officers apprehended 2 suspects last week for vandalism.

 

 

MAYOR’S REPORT

 

Mayor Bowling mentioned the Jefferson County League of Cities annual dinner is Thursday, December 4th at the Jeffersontown Community Center.

 

 

EXPENDITURES

 

Councilman Tonini made a motion to approve the expenditures listed and have checks drawn on the city’s treasury in the total amount of $179,673.18. The motion was seconded by Councilman Nay.

 

Upon vote: (7-0) the motion carried.   Councilmen Draut was absent and unable to participate in the vote.

Councilman Nay made a motion to adjourn. The motion was seconded by Councilman Weiter.
