The regular monthly meeting of the St. Matthews City Council was called to order at 7:01 p.m. by Councilman Martha Schade.  Councilman Schade chaired the meeting in Mayor Bowling’s absence.  The meeting was held at St. Matthews City Hall, 3940 Grandview Avenue.  The following people were present:

MINUTES

 

A motion was made by Councilman Nay to approve the minutes from the January 28, 2014 meeting. The motion was seconded by Councilman Weiter.

 

Upon vote:  (6-0) the motion passed and the minutes were approved.

 

PUBLIC COMMENTS

 

Mr. Chris Hartley, candidate for the 9th District Louisville Metro Council, introduced himself to the council members and guests present.

 

Julie Leak, resident of Elmwood Avenue, read a petition signed by 31 residents of Elmwood Avenue.  The petition was asking the Mayor and City Council to continue to be vigilant with their united opposition to additional entrance/exit points to/from the Masonic Home connecting to Elmwood Avenue and Washington Square. The petition also served as a thank you for representing their interests and for being a presence at the recent DRC meeting where this issue was being discussed.  Former County Judge Executive Todd Hollenbach said it is unusual to hear citizens thank their government for representing their interests but it is appropriate in this case to thank the officials of St. Matthews.  The residents have been concerned about this issue since 1983.  Councilman Weiter inquired what is their biggest concern.  Mr. Hollenbach said it is that the binding elements previously agreed to will not be honored.  Mrs. Leak mentioned increased traffic volume will compromise safety when walking with grandchildren to Paul’s Market.  There are also residents on walkers, adult tricycles, and wheelchairs.  Councilman Flynn relayed that their concerns are understood and we will continue to keep residents informed.  Councilman Tonini reiterated the City of St. Matthews is opposed to a release of the binding element which keeps Elmwood Avenue and Washington Square dead end streets.  Opening these streets as additional access points for Masonic Home not only changes a quiet residential street to a busy thoroughfare but would create additional traffic on Chenoweth Lane, compounding congestion problems we are already experiencing.   Councilman Schade thanked Mrs. Leak, Mr. Hollenbach and others for attending the meeting.

COMMITTEE REPORTS

 

  • Councilman Weiter said the sign committee will be meeting soon to finalize recommendations regarding the sign ordinance.
  • Councilman Tonini relayed the Kroger murder case is ongoing.With Detective Ford’s retirement, there will be some officer reassignments.   A trailer has been purchased to haul police equipment to various training sites.
  • Councilman Nay stated the newsletter should be in homes this week.It has been expanded from 8 pages to 12 pages with this edition.  This allows for a larger font and pictures for ease of reading.

 

CITY ATTORNEY’S REPORT

 

Foster Haunz mentioned that we are still waiting for the law to define exactly how measurements are to be taken buildings with liquor licenses.

 

EXPENDITURES

 

Councilman Tonini made a motion to approve the expenditures listed and have checks drawn on the city’s treasury in the total amount of $253,334.66.  The motion was seconded by Councilman Nay.

 

Upon vote:  (6-0) the motion carried.    Councilman Draut and Monohan were absent and unable to participate in the vote.

 

ADJOURNMENT

 

Councilman Tonini made a motion to adjourn.  The motion was seconded by Councilman Weiter.

Upon vote:  (6-0) the motion carried.  The meeting adjourned at 7:32 p.m.  Councilman Monohan and Draut were absent and unable to participate in the vote.
