The regular monthly meeting of the St. Matthews City Council was called to order by Mayor Bowling at 7:00 p.m. The meeting was held at St. Matthews City Hall, 3940 Grandview Avenue. The following people were present:

MINUTES
A motion was made by Councilman Tonini to approve the minutes from the March 26, 2013 meeting. The motion was seconded by Councilman Schade.
Upon vote: (6-0) the motion passed and the minutes were approved. Councilmen Nay and Draut were absent and unable to participate in the vote.
PUBLIC COMMENTS
Maddie and David Cajka inquired about the possibility of paving the alley parallel to Breckenridge Lane but perpendicular to Grandview and Wallace Avenues. Mayor Bowling asked if they knew if there was a drainage system in place already and they responded they did not believe so. Councilman Tonini commented the alley is most likely designed to be considered porous – meaning its purpose is to help drain standing ground water during and after a rain. Paved areas cause water to run to the lowest point. Areas should have some porous surface space in order to drain rain water naturally. Mayor Bowling thanked the Cajka’s for attending the meeting and said he would have City Engineer Jim Birch to look into their request.

NEW BUSINESS
Councilman Tonini announced the promotion of Lt. Lewis Christopher to the position of Major. Chief of Police Norm Mayer followed saying Major Christopher has accomplished increasing levels of responsibility agreeably and has been involved in keeping the police officers very well trained. Councilman Tonini made a motion to promote Lieutenant Christopher to the position of Major. The motion was seconded by Councilman Monohan.

MUNICIPAL ORDER 13-05 SWEARING-IN OFFICER GREG KELLERMAN
Councilman Tonini introduced Officer Greg Kellerman as the newest part-time officer with the City. He comes to us with 21-years’ experience with Louisville Metro, having retired from there some years ago. He is a part-time teacher at Trinity High School and is also in charge of security for their football games. Councilman Tonini made a motion to accept MO 13-05. The motion was seconded by Councilman Schade.

MUNICIPAL ORDER 13-06 SWEARING-IN OFFICER EDWARD PARSON
Councilman Tonini welcomes Officer Eddie Parsons as one of the 2 new full-time officers. He is a military veteran and a Purple Heart recipient. He comes to St. Matthews with 3 years’ experience as an officer with Louisville Metro. Foster Haunz summarized Officer Parsons will begin as a Class B Patrolman and will serve a 1-year probationary period. Councilman Tonini made a motion to accept MO 13-06. The motion was seconded by Councilman Schade.

MUNICIPAL ORDER 13-07 SWEARING-IN OFFICER CHARLES N. MAYER, II
Councilman Tonini introduced Officer Norm Mayer, II as a retired Sargent of Louisville Metro Police Department. He has 21 years’ experience. Chief Mayer commented Norm Mayer, II is a 3rd generation police officer. Mr. Haunz summarized Officer Mayer will begin as a Class B Patrolman and will serve a 1-year probationary period. Councilman Tonini made a motion to accept MO 13-07. The motion was seconded by Councilman Monohan.

COMMITTEE REPORTS
- Councilman Weiter said the newsletter will be going out in about a month.Mayor Bowling mentioned he has passed some ideas for future newsletters to Councilman Nay.
- Councilman Schade confirmed the remodeling of the Women’s Restroom in the Police Department is now finished.If anyone would like to see the handiwork of the Public Works employees, she will be happy to give a tour after the meeting.
- Councilman Monohan wanted to explore the idea of developing an optional St. Matthews peel-off sticker for the back of resident’s cars. The purpose is to promote community pride. It would be similar to the beach community stickers found when people are proud to proclaim they have been to Hilton Head Beach for example Councilman Flynn stated he would like to explore this idea. Mayor Bowling asked him to gather more information for further review. He then asked Councilman Monohan about planting red bud and dogwood trees as replacements in Brown Park. With the brush population at the park thinned, these colorful trees would help provide a scenic setting.
- Councilman Wissing inquired about the possibility of replacing a few of the traffic lights in major intersections within our city with the modern looking vertical lights to “dress-up” the area.This idea had been explored 10 or more years ago but it was not cost effective at the time. However, additional funding may now be available thru Louisville Metro. Mayor Bowling said the street lights are through the Commonwealth of Kentucky and coordination with several entities would have to take place. Councilman Wissing will continue talks with Mr. Pat Johnson, Director of Traffic Lights for Louisville Metro, to see if a reasonable plan can be devised and implemented.
- Councilman Flynn questioned when the annexation restrictions would be lifted.City Attorney Foster Haunz countered there seems to be different dates to mark the beginning of the annexation sequester but prevailing winds seem to believe the annexation shutdown time table has now expired. A couple neighborhood associations have made initial inquiries about joining the City of St. Matthews. Mr. Haunz will provide legal counsel for our city if someone should inquire. The interested neighborhood associations should contact their own legal counsel for advice.

CITY ATTORNEY’S REPORT
Mr. Haunz notified residents who have not paid their 2012 tax bill that a lien could be placed on their property should their tax bill not be paid by April 30, 2013. Several people have been upset but reminder notices have been mailed over the last 6 months.
MAYOR’S REPORT
Mayor Bowling verbalized that he and City Engineer Jim Birch met with Dirk Gowin (Louisville Metro) and Mark Adams (TARC) recently. The purpose of their meeting was concerning the possibility of adding a sidewalk on the west of Chenoweth Lane. More information will be forthcoming as information becomes available.
EXPENDITURES
Councilman Tonini made a motion to approve the expenditures listed and have checks drawn on the city’s treasury in the total amount of $184,095.96. The motion was seconded by Councilman Schade.
