The regular meeting of the St. Matthews City Council was called to order by Mayor Bowling at 7:00 p.m.  The meeting was held at St. Matthews City Hall, 3940 Grandview Avenue.  The following were present:

MINUTES

A motion was made by Councilman Nay to approve the minutes from the January 24, 2012 meeting.  The motion was seconded by Councilman Schade.
Upon vote: (7-0) the minutes approved.  Councilman Draut was absent and unable to participate in this vote.

PUBLIC COMMENTS
Ms. Leta Gibson asked the council to look at Waste Management when the garbage bid next comes up.  She was impressed with their quality of service.  Councilman Tonini said STM went with Rumpke because of the significant cost savings to the city.  Mayor Bowling thanked Ms. Gibson for attending and said he would be meeting with both companies when it was time to renew the bid.
Mr. Tim Burton informed the council he is a Boy Scout with Troop #319.  He is working on his Citizenship merit badge and attending a city council meeting is one of the requirements.

NEW BUSINESS

Councilman Monohan asked the Mayor and Council to consider the restoration of the Browns Park creek bank restoration when formulating next year’s budget.  He distributed pictures of similar work already performed on a creek in Cherokee Park.  Some of the work to be specified in the bid will include correcting j-hooks, measuring water velocity increased by storms, cut back slopes and adding native plants to absorption.  Rocks and boulders will be situated to increase water flow.  Both pedestrian bridges will need to be painted in accordance with Army Corp of Engineer ecological specifications.  Councilman Tonini inquired about the trees on the creek banks whose root systems are significantly exposed.  Councilman Monohan responded he believed those trees would need to be removed because of their potential instability.  He also said he will be looking at cleaning up the area running alongside I-64.  He plans to place the bid for entirety of this work in the next week to 10 days.  Councilman Flynn said he has heard from

several residents that they like the cleared look of Browns Park because they feel safer when taking their walks.

PENDING BUSINESS

There was no pending business to be discussed.

COMMITTEE REPORTS

• Councilman Weiter informed the council that we are moving ahead with making City Hall WiFi accessible.  The council chambers and the 3rd floor conference room should be completed in the next two weeks.
• Councilman Monohan asked about the process to have projects included in the next budget.  Mayor Bowling informed the council to contact him concerning items for the 2012-2013 budget.
• Councilman Schade said the 2nd floor remodeling has been completed.  This completes the remodeling of the 3 main hallways found on each floor of City Hall.  The only project left is the bathroom(s) on the 1st floor.  A decision will be forthcoming whether this will go out for bid or if the Public Works employees can complete the project.
• Councilman Tonini commented on the tremendous successes of the STM police department.  They have solved over 100 cases of which 15 had direct connections to our community.  They made a huge arrest yesterday which had connections to illegal drugs.
• Councilman Nay said she did follow-up with Jim Birch, STM City Engineer regarding the exit ramp from 265 west Bound to Shelbyville Road.  There seems to be a larger than normal amount of fender-benders at this location.  Officer Bob Moster has devised a design and Jim Birch is taking it to a meeting he has set-up with the Kentucky Department of Transportation.  On another issue, Councilman Nay said she wants to support home ownership in St. Matthews.  As such she is interested in exploring the possibility of limiting property tax discounts for owners of multiple rental properties.  After much discussion, Mayor Bowling asked Foster Haunz, City Attorney to research this issue and report at a future meeting.
• Mayor Bowling mentioned that there is a League of Cities meeting this Thursday night if anyone is interested in attending.

EXPENDITURES

Councilman Tonini made a motion to approve the expenditures listed and that checks are drawn on the City’s Treasury in the amount of $222,949.24.  The motion was seconded by Councilman Nay.

Upon vote:  (7-0) the motion was approved.  Councilman Draut was absent and therefore unable to participate in the vote.

ADJOURNMENT

Councilman Tonini made a motion to adjourn the meeting. The motion was seconded by Councilman Weiter.

Upon vote:  (7-0) the motion was approved and the meeting adjourned at 8:12 p.m.  Councilman Draut was absent and unable to participate in the vote.
