Minutes
1. Called the Meeting to Order: Chief Barry Wilkerson (Chair) called the meeting to order at 6:03 P.M. EST
2. Roll Call – Chief Barry S. Wilkerson, Major Leon E. Jones , Jr, Major Anthony J. Cobaugh, Mayor Richard J. Tonini, Councilmember Benard F. Bowling, Jr., Councilmember Timothy Holland
Also in attendance: Judi Kassebaum, City Clerk
3. Approval of Minutes (7/14/2026)
a. Councilmember Bowling made a motion to accept the minutes.
b. Second: Councilmember Holland
c. Vote: Motion carried unanimously
4. New Business
a. Pet Scanners- The pet scanner will be placed in the exchange zone in the SMPD parking lot.
b. Personnel- Interviews for the two open positions will take place September 3. The written sergeant’s test will be October 19, the oral interviews will be October 20 and the final interviews will be October 22.
c. Executive Session [KRS 61.878(1)(m)] Exempt Records Discussion- Councilmember Holland made a motion to enter Executive Session and was seconded by Councilmember Bowling. Executive session began at 6:21 PM EST. Personnel issues were discussed. Mayor Tonini made a motion to return to open session and was seconded by Councilmember Holland. The motion carried and returned to open session at 6:28 PM EST.
d. Crime- An arrest was made with the assistance of the Flock cameras. Shoplifting continues to be a problem.
f. Drones- The City has been given line by line pricing. The five-year cost is $129,000 including upgrades during that time. The City will log when the drones are used and the data will be used to determined if the contract is renewed.

a. Motion: Councilmember Holland made a motion to adjourn the meeting.
b. Second: Mayor Tonini
c. Vote: The motion passed unanimously, and the meeting concluded at 6:49 P.M. EST
