Council Meeting Minutes
April 26, 2022

A meeting of the St. Matthews City Council was held in-person on Tuesday, April 26, 2022. The meeting was called to order at 7:00 p.m. by Mayor Richard Tonini. The following people were present:

PLEDGE OF ALLEGIANCE

The Pledge of Allegiance was accomplished followed by the roll call vote of attendance.

MINUTES

A motion was made by Councilmember Nay to approve the minutes from the April 12, 2022 council meeting. The motion was seconded by Councilmember Clark.

Upon Voice Vote: (7-0) the motion carried.

PUBLIC MEETING COMMENTS

Circuit Court Judge Audra Eckerle introduced herself to those present. She explained as a current circuit court judge, she has over seen thousands of cases beginning in 2004 when she was first elected. As a candidate for an open seat on the Court of Appeals, she would be reviewing decisions made by circuit courts. She is a gradate of Scared Heart School and a volunteer with Boy Scouts of America.

Yvette de la Guardia is a candidate for District Court Division 4 which covers all of Jefferson County. She has served as a public defender, advocated for children in juvenile court, and worked as an appellate attorney.

Andrew Owen believes that words matter and intends to serve with respect and grace if he is elected to the Louisville Metro Council District #9. Public Safety is a matter of great concern that needs more attention.

Alison Brotze-Elder is running for the open seat for Louisville Metro Council District #9. A native of St. Matthews, and a current employee of Humana, she believes safety in public transportation is important. She stated the need for smart, sustainable growth for the city and affordable housing. She is married with two children, ages 7 and 3.

Elizabeth Cleary, Chief Operating Officer for the Chamber of St. Matthews, announced the hiring of an additional staff person, Shelby Hurst who will be head of business development.

Kate Leitner, Manager of the St. Matthews/Eline Branch of the Louisville Free Public Library gave an overview of events currently scheduled. Wednesday, May 4 there will be a “Growing Tomato’s and Peppers” class. May 6 a computer class will be offered. Family Movie Night is Thursday May 5 where “Encanto” will be shown. The library will be closed on Saturday, May 7th to celebrate the classic Louisville Derby. Another “How To Festival” will be held at the main library on May 14th.

Resident Gary Major inquired about a new sign at Evergreen Liquors that is extremely bright. He asked if the city had approved the sign. Mayor Tonini stated he will have St. Matthews Code Enforcement Officer Jack Ruf to make an assessment. Additionally, Mr. Major inquired if solicitation is now being allowed. Mayor Tonini said the St. Matthews State of Emergency has not been lifted so solicitation is not being allowed. Councilmember Nay relayed an article in the next newsletter will inform residents of the continued current status of solicitation.

PENDING BUSINESS

There was no pending business to discuss.

The second reading of Ordinance 22-02 was moved to the May 10, 2022 council meeting.

NEW BUSINESS

There was no new business to discuss.

EXPENDITURES

Councilmember Bowling made a motion to approve the expenditures listed and have checks drawn on the city’s treasury in the total of $359,797.21. The motion was seconded by Councilmembers Olson and Weiter.

Upon Roll Call Vote: (7-0) the motion carried. Yes Votes: Councilmembers Clark, Holland, Weiter, Monohan, Bowling, Nay, and Olson. No Votes: None.

COMMITTEE REPORTS

· Councilmember Nay stated the Communications Committee will meet at City Hall on Thursday, April 28 at 10:00 a.m. Additionally, “Shakespeare in the Park” sponsored by the City of St. Matthews will be held in front of City Hall on Sunday, May 1st at 2:00 p.m. The rain location is the large conference room at the St. Matthews/Eline Branch of the library.
· Councilmember Olson relayed the “Heart of St. Matthews” clean-up will be held Saturday, May 14th beginning at 8:30 a.m. Brightside will be directing people to areas culminating with lunch at The Raven afterwards. Sign-ups are on the city’s website.

CITY ATTORNEY’S REPORT

· Ms. Ritsert had no additional report.

MAYOR’S REPORT

· Mayor Tonini gave additional details about the “Heart of St. Matthews” project. Several businesses headed-up by Independence Bank have been working for months on a plan to beautify the city between Chenoweth Lane and St. Matthews Avenue on the north side of Shelbyville Road and Willis Avenue to Breckenridge Lane on the South side. New trees are being planted, 24 flowerpots will be delivered, and the sidewalks are being power washed. Interested volunteers are encouraged to participate on clean-up day designated for Saturday, May 14th.
· A candidates forum sponsored by St. Matthews and other area suburban cities is being held at this time, Tuesday, April 26 at All Peoples Church, formally Thomas Jefferson Unitarian, at 4936 Brownsboro Road. All are invited to attend.

ADJOURNMENT

Councilmember Weiter made a motion to adjourn the regular meeting. The motion was seconded by Councilmember Bowling.

Upon Voice Vote: (7-0) the motion carried, and the meeting adjourned at 7:28 p.m.
