Council Meeting Minutes

October 27, 2015

The regular meeting of the St. Matthews City Council was called to order at 7:02 p.m. by Mayor Richard Tonini.  The meeting was held at St. Matthews City Hall, 3940 Grandview Avenue.  The following people were present:

MINUTES

A motion was made by Councilman Nay to approve the minutes from the October 13, 2015 meeting.  The motion was seconded by Councilman Weiter.

Upon vote:  (6-0) the motion carried.  Councilmen Bowling and Holland were absent and unable to participate in the vote.

PUBLIC COMMENTS

Mr. Tom Solley representing Mr. Lockhart, owner of the business property at 149 Chenoweth Lane, referred to a change in zoning request before the council a few months ago.  The change which would allow fitness training, was approved by the Louisville Metro and the St. Matthews City Council.  One of the requirements as a result of the change was the right-of-way was expanded to 18 feet in anticipation of the widening of Chenoweth Lane by the Kentucky Transportation Department in the near future.  A sign permit cannot be granted by the City of St. Matthews for signs in public right-of-ways which is now much deeper than before the change.  Mr. Solley is asking for help because Mr. Lockhart’s clients’ business sign will be out of alignment with other neighboring businesses. Mayor Tonini interjected St. Matthews cannot issue a sign permit in an area that is against the law.  Councilman Wissing suggested that Mr. Solley visit the Kentucky Transportation Office on Westport Road and apply for a temporary waiver.  Mr. Solley thanked the council members for their input.

There is no pending business before the council at this time.

NEW BUSINESS

QUARTERLY FINANCIAL REPORT                                                       Nancy Stearman, CPA

Ms. Stearman presented to the Mayor and city council members financial reports showing the city’s current status and comparison figures for past years.  Ms. Stearman pointed out the cost of running the city continues to increase even when operating within a balanced budget.  Cash flow is always a consideration.  This year’s budget includes $500,000 pulled from reserves so in essence there will be no surplus even if revenue is greater than projected.   Overall, spending is about $30,000 more than this time last year but it remains in line with budgetary operating expenses.  Mayor Tonini pointed out the Property Valuation Administrator’s Office is due to reassess the property’s in St. Matthews in 2015 resulting in increased revenue for the 2015-2016 Fiscal Year.

DISCUSSION REGARING ARCHITECT FOR POSSIBLE LIBRARY EXPANSION

The first formal step in a possible building expansion project is to obtain the consulting services of an architectural firm.  Mayor Tonini relayed he had been in contact with Mr. Norman Berry, an established architect in the Louisville Metro area.  Mr. Berry has agreed to sit on a committee regarding the discussion of selecting an architectural firm.  Other council members who volunteered to be on the committee are as follows:  Councilmen Schade, Bowling, Monohan, Flynn, and Wissing.  Mayor Tonini will sit on the committee as well as representatives of the Louisville Free Public Library System.  St. Matthews City Engineer Jim Birch should be on the committee and Public Works Director Kenan Stratman.  These members will meet and commence on the work of selecting the appropriate architectural firm for initial consulting on the project.

EXPENDITURES

Councilman Schade made a motion to approve the expenditures listed and have checks drawn on the city’s treasury in the total amount of $193,032.63.   The motion was seconded by Councilman Nay.

Upon Vote:  (6-0) the motion carried.  Yes Votes:  Councilmen Weiter, Monohan, Schade, Nay, Wissing, and Flynn.  No Votes: None.  Councilmen Holland and Bowling were absent and unable to participate in the vote.

COMMITTEE REPORTS

  • Councilman Weiter relayed that officials on the committee to determine future communication organization are Mayor Tonini, Councilmen Bowling, Weiter and Nay. Halloween in Brown Park, held on October 24, 2015, was a great success, even though it rained several times during the three hour event.  The official total number of children who participated in trick-or-treating was 3,992.  This number does not include children who only participated in the games and attractions.
  • Councilman Nay noted 1,005 users have signed up for the St. Matthews Reach Alert notification system. This is an increase of 158 users since the last city council meeting.

CITY ATTORNEY’S REPORT

Mr. Haunz attended a meeting in Frankfort yesterday with the Kentucky Retirement System.  A decision should be handed down by March of 2016.

MAYOR’S REPORT

Mayor Tonini gave the following report:

  • The Trinity Hills drainage project is being implemented.
  • Community Park Stream Restoration is still in progress. The expected completion date is March of 2016.
  • Precision Concrete has been working on repairing sidewalks of tripping hazards. The expense to date is $13,943.
  • The work on the Washburn Quiet Zone has now been completed. The trains have 30 days from the date of completion before conductors are required to use their horns only for instances where they feel is it for immediate safety concerns.  The expected date of implementation of the “quiet” part of this project is mid-November, 2015.
  • Leaf Collection will begin the week of November 2nd.
  • Snow Removal equipment has been inspected and maintenance performed. All equipment is deemed ready for the winter.

Louisville Metro Councilman Bill Hollander is holding a community meeting regarding the traffic circles on Nanz Avenue, which were installed by Louisville Metro.  The meeting will be held on Monday, November 9 at 6:00 p.m. in the Chapel of St. Matthews Baptist Church.

  • There is a public officials meeting regarding the possible widening of Chenoweth Lane to be held on Monday, November 16th at 2:30 p.m. at Broadway Baptist Church.
  • Mayor Tonini asked Kenan Stratman for information from the Public Works Department. Stratman stated that Kentucky Avenue is now paved after MSD did their repair work.  The Kentucky Department of Transportation does not have Shelbyville Road on their current schedule for repaving.  The median from Columbia Avenue to Washburn makes it slightly more difficult to turn left.  A request for a 5 foot reduction has been submitted for this median and we are waiting for a response.

Councilman Weiter made a motion to adjourn the meeting.  The motion was seconded by Councilman Monohan.

Upon vote:  (6-0) the motion carried and the meeting adjourned at 7:56 p.m. Yes Vote:  Councilmen Weiter, Monohan, Schade, Nay, Wissing, and Flynn.  No Votes: None.   Councilmen Holland and Bowling were absent and unable to participate in the vote.
