The regular monthly meeting of the St. Matthews City Council was called to order at 7:03 p.m. by Mayor Bernard Bowling, Jr.  The meeting was held at St. Matthews City Hall, 3940 Grandview Avenue.  The following people were present:

MINUTES

 

A motion was made by Councilman Nay to approve the minutes from the December 10, 2013 meeting. The motion was seconded by Councilman Schade.

 

Upon vote:  (7-0) the motion passed and the minutes were approved.  Councilman Monohan was absent and unable to participate in the vote.

 

PUBLIC COMMENTS

 

No one from the public attended the meeting.

 

PENDING BUSINESS

 

There is no pending business at this time.

 

NEW BUSINESS

 

Councilman Tonini informed the council members the Opt-Out segment of the city’s Health Insurance program has been deemed no longer feasible and therefore has been removed as an option.  The change is a direct result of the implementation of the Affordable Care Act.  The original plan was a fiscally conservative option to lower health insurance expenses for retired/re-employed employees.  After much discussion, Councilman Nay made a motion to continue the $3,500 commitment to each employee enrolled in the Opt Out plan.  The motion was seconded by Councilman Wissing.

 

Upon vote:  (7-0) all being in favor, the motion passed.  Councilman Monohan was absent and unable to participate in the vote.

 

 

EXECUTIVE SESSION

 

Councilman Tonini made a motion to convene into Executive Session to discuss a legal matter.  The motion was seconded by Councilman Nay.  The regular meeting was suspended and the Executive Session began.

 

Councilman Flynn made a motion to reconvene to the regular session.  The motion was seconded by Councilman Tonini.  Upon return from Executive Session at 7:46 p.m. it was noted no action was taken.

 

COMMITTEE REPORTS

 

  • Councilman Weiter communicated the sign committee will be meeting again soon to finalize its’ recommendations regarding the sign ordinance.
  • Councilman Schade conveyed two internal areas of City Hall are in need of updating.They are the 1stfloor Council Chambers and the 3rd floor conference room.  She will be meeting with Terry Ridgeway to start the planning of these two projects.
  • Councilman Tonini relayed an arrest has been made in the recent tragic event at Kroger’s.The investigation is still considered ongoing and other arrests may be forthcoming.  Cameras are being installed in the police compound area and will eventually be monitored by the dispatchers.  Councilman Nay interjected it could be useful to have cameras in the parking area of the library side of the building. Councilman Tonini said there is a limited amount of recording space on the equipment currently in place.  A camera was added to the interrogation room as well.
  • Councilman Nay mentioned the newsletter is being written as we speak and is expected to be in homes in early February.
  • Councilman Flynn inquired about the delivery of the ordinance related to the Springwood Lane subdivision to the Louisville Metro City Clerk.City Attorney Foster Haunz will personally hand deliver it shortly.

 

 

CITY ATTORENY’S REPORT

 

Foster Haunz relayed representatives of the City of Richlawn are interested in annexing into the City of St. Matthews.

 

MAYOR’S REPORT

 

Mayor Bowling inquired if the Council members are interested in supporting the Kentucky National Guard by purchasing a paving brick honoring fallen service personnel.  Councilman Schade made a motion to purchase a paving brick for $500 indicating the City of St. Matthews supports our servicemen and women who have given their lives for the protection of our country.  The motion was seconded by Councilman Nay.

 

Upon vote:  (7-0) the motion passed.  Councilman Monohan was absent and unable to participate in the vote.

 

Mayor Bowling further informed the council the Jefferson County League of Cities meeting will be Thursday, January 16th.  The meeting topic will be 2014 legislation regarding the reclassification of cities.  Additionally, the Kentucky League of Cities annual City Day/City Night event will be held Wednesday, February 12 in Frankfort, Kentucky if anyone wants to attend.  Last item to review is Councilman Ken Fleming is holding a public meeting regarding to the Hubbards Lane widening project.  The meeting is scheduled for Wednesday, January 29th at 7:00 p.m. at Trinity High School.

 

 

EXPENDITURES

 

Councilman Tonini made a motion to approve the expenditures listed and have checks drawn on the city’s treasury in the total amount of $391,593.42.  The amount reflects a month’s worth of expenditures instead of the usual two weeks.  The motion was seconded by Councilman Nay.

 

Upon vote:  (7-0) the motion carried.    Councilman Monohan was absent and unable to participate in the vote.

 

ADJOURNMENT

 

Councilman Nay made a motion to adjourn.  The motion was seconded by Councilman Tonini.

 

Upon vote:  (7-0) the motion carried.  The meeting adjourned at 8:16 p.m.   Councilman Monohan was absent and unable to participate in the vote.
