The regular meeting of the St. Matthews City Council was called to order by Mayor Bowling at 7:00 p.m. The meeting was held at St. Matthews City Hall, 3940 Grandview Avenue.  The following people were present:

MINUTES

A motion was made by Councilman Wissing to approve the minutes from the January 10, 2012 meeting.  The motion was seconded by Councilman Nay.

Upon vote (8-0) the minutes were approved.

Mrs. Kassulke asked for a copy of the crime report.  Councilman Weiter provided her his copy.

NEW BUSINESS

MUNCIPAL ORDER 12-01

Councilman Tonini asked Officer John Hackel to speak to the council regarding the research he conducted on the sale of seized property.  Officer Hackel said the Kentucky Revised Statutes (KRS) allows seized property, once it has been adjudicated, to become property of the arresting agency.   It can then be sold and the arresting police agency can use the funds to support the agency.  The property room is bursting at the seams and Officer Hackel research indicates that utilizing an on-line web auction resource is an excellent option for the STMPD.  Discussion followed regarding the specifics of the proposal.  Councilman Wissing, along with a local auctioneer, met with Officer Hackel last week.  Councilman Wissing said he found the meeting to be informative and believes this is the best possible, cost and time effective option to dispose of the property.  Councilman Wissing then made a motion to accept MO 12-01.  The motion was seconded by Councilman Tonini.

Upon vote (8-0) Municipal Order 12-01 was approved.

MUNICIPAL ORDER 12-03

As an enhancement to MO 12-01, Councilman Tonini made a motion to accept MO 12-03.  The motion was seconded by Councilman Schade.

Upon vote (8-0) the motion was approved.

COMMITTEE REPORTS

• Councilman Weiter informed his fellow council members that he is interested in making City Hall, specifically the 3rd floor conference room and the Council Chambers, Wi-Fi friendly.  He will get an estimate but does not think it will be very expensive.  The Wi-Fi produced by the library does not reach the rest of City Hall.   He is also looking at website usage and wants to make it more interactive.

• Councilman Monohan inquired if STM had a Facebook page.  Councilman Weiter said he would look into having one set-up.  There is nothing new to report from the Parks Committee.  Councilman Tonini inquired if the any vegetation at the cemetery located at Browns Park will be cleaned up.  Councilman Monohan said probably Jim Birch would be the person to answer this question.  Mayor Bowling said there are most likely grants available for the clean-up of historic cemeteries.

• Councilman Schade said that work on the 2nd floor remodeling project should be completed in a week to 10 days.  It has come together nicely.

• Councilman Tonini distributed a report prepared by the police detectives.  Councilman Nay inquired if anyone from the State Highway Dept. has mentioned about there being any improvements to the westbound exit ramp from the Watterson Expressway to Shelbyville Road.  Councilman Tonini and Mayor Bowling said that Jim Birch, STM City Engineer would have any updates on that specific exit ramp.  Councilman Nay said she would call Mr. Birch.

• Mayor Bowling informed the council that the Kentucky League of Cities (KLC) City Night is scheduled for February 1, 2012 in Frankfort.  State Legislators will be in attendance if any of the council members would like to attend.
EXPENDITURES

Councilman Tonini made a motion to approve the expenditures listed and that checks are drawn on the City’s Treasury in the amount of $251,463.75.  The motion was seconded by Councilman Nay.

Upon vote (8-0) the motion was approved.

Councilman Tonini made a motion to adjourn.  The motion was seconded by Councilman Nay.
Upon vote (8-0) the motion was approved and the meeting adjourned at 7:53 p.m.
