Council Meeting Minutes
October 25, 2022

A meeting of the St. Matthews City Council was held in-person on Tuesday, October 25, 2022. The meeting was called to order at 7:00 p.m. by Mayor Richard Tonini. The following people were present:

PLEDGE OF ALLEGIANCE

The Pledge of Allegiance was accomplished followed by the roll call vote of attendance.

MINUTES

A motion was made by Councilmember Nay to approve the minutes from the October 11, 2022 council meeting. The motion was seconded by Councilmember Clark.

Upon Voice Vote: (5-0) the motion carried. Councilmember Weiter abstained from voting due to being absent from the October 11, 2022 meeting.

PUBLIC MEETING COMMENTS

Mr. Egbert Haeberle, candidate for Circuit Court Judge, 4th Division, introduced himself to those present. He currently is an Assistant Commonwealth Attorney working in the Narcotics Division. He has been endorsed by the FOP as well as Citizens for Better Judges.

Ms. Kate Leitner, manager of the St. Matthews/Eline Branch of the Louisville Public Library in St. Matthews, gave a review of events scheduled for the branch. The Pan Pipe Flute Choir will give a performance on Saturday, October 29th. A book discussion group will meet for their regular meeting on November 2 at 2:00 p.m. A program on how to research your home will be led by Steve Wiser on Thursday, November 3 at 2:00 p.m. A history of Cave Hill cemetery will be offered on Monday, November 7th at 2:00 p.m. J. Michael Higgs will lead that class. Another class, Organizing 101, will be held November 8 at 2:00 p.m. Movie night at the branch will be held at 6:30 p.m. on October 27th. A class, Successful Aging, will be held at the Main Library on November 7th at 6:30 p.m. Also, the New York Times can be accessed using a personal library card by going thru the Free Louisville Library website Research/Tools/Newspapers.

Elizabeth Cleary, Operations Director for the Chamber of St. Matthews, reviewed the recent Halloween in Brown Park event that was held on Saturday, October 22, 2022. The weather was perfect, fifty-seven vendors were present, with five more being added on the day of the event. This is the first regular Halloween in Brown Park event held since 2018 due to the flood in 2019 and then alterations due to covid-19. Mayor Tonini requested a meeting with the Chamber staff to discuss plans for Light-Up St. Matthews.

Josh Suiter, Chamber of St. Matthews Executive Director announced the St. Matthews Chamber received two awards at the state meeting. The awards were #1 in Membership Growth for the fifth year in a row and Innovation on Meetings for holding meetings in and around the city. Sara Aschbacher, a Chamber of St. Matthews member, won The Young Professional of the Year from the state chamber. Additionally, Mr. Suiter announced he has been elected to serve as President of the State Chamber. On a final note, the last free movie in a series offered over the last several months will be shown on November 5th at 6:00 p.m. Because of the uncertainty of weather this time of year, instead of showing the movie at Brown Park, the location has been changed to Walden School.

PENDING BUSINESS

ORDINANCE 22-07                    ANNEXATION of TWINBROOK           JOHN SINGLER, ATTORNEY
                                                SUBDIVISION – 2nd reading

Attorney Singler summarized Ordinance 22-07 which was initiated by residents. The annexation includes twelve homes total that are located on Hillside Lane and Twinbrook Road. If approved, the ordinance and survey will be sent to the Secretary of State’s office for review and implementation. City boundary maps can then be changed. The information will then be forward to LOJIC, the County Clerk’s Office/Elections, and the Office of the Jefferson County PVA. Councilmember Nay made a motion to accept this as 2nd reading and final approval for Ordinance 22-07. The motion was seconded by Councilmember Olson.

Upon Roll Call Vote: (6-0) the motion carried. Yes Votes: Councilmembers Clark, Holland, Weiter, Bowling, Nay, and Olson. No Votes: None.

NEW BUSINESS

MUNICIPAL ORDER 22-17           APPLICATION FOR HOMELAND         JOHN SINGLER, ATTORNEY
                                                 GRANTS

Approval of MO 22-17 allows Mayor Tonini to make application for a grant from the Department of Homeland Security for the acquisition of firearms and tasers. The grant, if awarded, would be in the amount of $193,000. Councilmember Olson made a motion to accept MO 22-17. The motion was seconded by Councilmembers Bowling and Holland.

Upon Voice Vote: (6-0) the motion carried.

EXPENDITURES

Councilmember Bowling made a motion to approve the expenditures listed and have checks drawn on the city’s treasury in the total of $253,397.58. The motion was seconded by Councilmember Nay.

Upon Roll Call Vote: (6-0) the motion carried. Yes Votes: Councilmembers Clark, Holland, Weiter, Bowling, Nay, and Olson. No Votes: None.

COMMITTEE REPORTS

· Councilmember Nay relayed newsletters should be in homes by November 1st. She further thanked Councilmembers Olson, Holland, and Clark for joining her and working the City’s booth at the recent Halloween in Brown Park booth. The new walking path contributed to a consistent flow of participants. The city’s new website should be functional on or around November 1st. Additionally, it was learned Levi Gladstein collects used baseball equipment. He sells the equipment and then donates the proceeds to a scholarship fund for a child who wants to play with the St. Matthews Little League.
· Councilmember Bowling deferred to Chief Wilkerson for a short update. Chief Wilkerson mentioned an overnight sargent is retiring. That position has been posted and the selection process will begin. There has been a rise in catalytic converter thefts again. However, the St. Matthews Police did make an arrest that was connected to ten other cases around the community.
· Councilmember Holland stated a custodian for The Arterburn is now on staff.
· Councilmember Clark shared a problem that needs addressing at Brown Park. Mayor Tonini stated Public Works Director Kenan Stratman has already taken steps to correct the situation.

CITY ATTORNEY’S REPORT

Mr. Singler relayed he has met with Chief Wilkerson regarding an ordinance that needs updating. A revision will be presented to the councilmembers for review regarding blood alcohol levels.

MAYOR’S REPORT

Mayor Tonini had no additional report.

ADJOURNMENT

Councilmember Weiter made a motion to adjourn the regular meeting. The motion was seconded by Councilmembers Bowling and Clark.

Upon Voice Vote: (6-0) the motion carried, and the meeting adjourned at 7:29 p.m.
