OCTOBER 10, 2023

A meeting of the St. Matthews City Council was held in-person on Tuesday, October 10, 2023. The meeting was called to order at 7:00 p.m. by Mayor Tonini. The following people were present:

MINUTES

A motion was made by Councilmember Olson to approve the minutes from the October 10, 2023, Council Meeting. The motion was seconded by Councilmember Holland.

Upon Voice Vote: (7-1) the motion carried with Councilmember Nay abstaining.

PUBLIC MEETING COMMENTS

Kate Leitner, Manager of the St. Matthews/Eline Branch of the Louisville Free Public Library reviewed a list of upcoming events at the St. Matthews Branch.

City Attorney Singler reported no pending business.

MUNICIPAL ORDER 23-24                                                        JOHN SINGLER, ATTORNEY
A MUNICIPAL ORDER RELATING TO THE APPOINTMENT OF A POLICE OFFICER OF CITY OF ST. MATTHEWS AND CONDITIONS OF EMPLOYMENT, NICHOLAS BRAY.

Chief of Police Barry Wilkerson read the impressive biography of Nicholas Bray to the Council. Councilmember Nay made a motion to approve Municipal Order 23-24. Her motion was seconded by Councilmember Bowling.

Upon Voice Vote: (8-0) the motion carried.

MUNICIPAL ORDER 23-25                                                          JOHN SINGLER, ATTORNEY
A MUNICIPAL ORDER RELATING TO THE APPOINTMENT OF A POLICE OFFICER OF CITY OF ST. MATTHEWS AND CONDITIONS OF EMPLOYMENT, RICHARD HARDIN.

Chief of Police Barry Wilkerson read the impressive biography of Richard Hardin to the Council. Councilmember Olson made a motion to approve Municipal Order 23-25. Her motion was seconded by Councilmember Nay.

Upon Voice Vote: (8-0) the motion carried.

City Attorney John Singler conducted the Oath of Office for the officers. Afterwards, the Council offered their congratulations to the gentlemen and their families.

EXPENDITURES

Councilmember Bowling made a motion to approve the expenditures listed and have checks drawn on the city’s treasury in the total of $233,146.78. The motion was seconded by Councilmember Nay.

Upon Roll Call Vote: (8-0) the motion carried.

COMMITTEE REPORTS

· Councilmember Hernandez had no report.

• Councilmember Nay requested volunteers for the St. Matthews Halloween at Brown Park. The event hours are from 11:00 until 3 p.m. and the set-up will begin at 9:45 a.m. In addition, she announced there will be a half-page ad in the November issue of the St. Matthews magazine featuring several methods of communication offered by the City. Residents will be encouraged to join Facebook and Reach Alert.

CITY ATTORNEY’S REPORT

No report.

MAYOR’S REPORT

Mayor Tonini explained the collaboration between the City of St. Matthews and the Chamber of Commerce regarding their efforts to light up Brown Park for the holidays. The Council decided to upgrade the decorations which would make the project over $40,000. The job has been placed out for bid and the winner will be announced October 22, 2023.

Also, Mayor Tonini discussed the proposed change to the Community Center by Trinity High School which would allow indoor batting in inclement weather. This concept will be presented to the Louisville Planning Commission, and they will conduct a community facility review. Approval will be required before the plan is presented to the Council for approval.

Mayor Tonini announced the Jefferson County League of Cities annual dinner which will be held on Thursday, November 16, 2023, beginning at 5:30 p.m. at The Jeffersonian in Jeffersontown. Louisville’s Mayor Craig Greenberg will be the guest speaker.

Lastly, Mayor Tonini and the Council along with CEO Josh Suiter, from the Chamber of Commerce, held a lengthy discussion regarding the full disclosure of their current budget. Mr. Suiter responded he had been advised by their attorney to only present the granted amount of money for review. The Council stated they will honor their commitment this year, but they will review next year’s grant with a request for full revelation.

ADJOURNMENT

Councilmember Holland made a motion to adjourn the regular meeting. The motion was seconded by Councilmember Clark.

Upon Voice Vote: (8-0) the motion carried, and the meeting adjourned at 7:48 p.m.
