Council Meeting Minutes
May 25, 2021

A meeting of the St. Matthews City Council was held both in-person and virtually on Tuesday, May 25, 2021 at St. Matthews City Hall, 3940 Grandview Avenue. The meeting was called to order at 7:01 p.m. The following people were present:

The Pledge of Allegiance was accomplished followed by the roll call vote of attendance.

MINUTES

A motion was made by Councilmember Nay to approve the minutes from the May 11, 2021 council meeting. The motion was seconded by Councilmember Weiter.

Upon Voice Vote: (7-0) the motion carried.

PUBLIC COMMENTS

St. Matthews resident Gary Major inquired if solicitation had been reinstated after it was restricted due to covid-19. The mayor has not rescinded the moratorium due to the implementation of the State of Emergency. Residents should call the St. Matthews Police Dispatch (893-9000) should anyone appear at the door related to door-to-door sales.

PENDING BUSINESS

St. Matthews Public Works Director Kenan Stratman relayed the water company finalized their revision and will schedule an inspection soon.

NEW BUSINESS

MUNCIPAL ORDER 21-05           RDDDP 4124 SHELBYVILLE ROAD       CARRIE RITSERT, ATTORNEY

Ms. Ritsert summarized MO 21-05 regarding the revised detailed district development plan for 4124 Shelbyville Road. This municipal order also addresses binding elements in Case No. 21-DDP-0020. The request is to consider allowing a car wash on the property which previously housed the St. Matthews Woman’s Club, and subsequently new car storage and employee parking for Tafel Motors. There were no representatives present associated with the proposed business. Several questions were verbalized by the councilmembers including proposed lighting, landscaping, hours of operation, location of vacuums, and noise containment. Councilmember Flynn inquired if neighboring properties were notified, and it was learned adjoining property owners were notified by the applicant. Councilmember Bowling made a motion to defer action on this municipal order until which time a representative of the applicant was available to address concerns. The motion was seconded by Councilmember Weiter.

Upon Voice Vote: (7-0) the motion was tabled.

EXPENDITURES

Councilmember Bowling made a motion to approve the expenditures listed and have checks drawn on the city’s treasury in the total of $32,317.66. The motion was seconded by Councilmember Weiter.

Upon Roll Call Vote: (7-0) the motion carried. Yes Votes: Councilmembers Bowling, Clark, Flynn, Monohan, Nay, Olson, and Weiter.

COMMITTEE REPORTS

· Councilmember Monohan relayed he and Public Works Director Kenan Stratman will prioritize capital projects that will be submitted for consideration in the 2021-2022 fiscal year budget. Remodeling will begin on the outside of the Community Center in June of 2021. The committee members are looking at expanding Brown Park but that most likely will be at least a year off and will be included in the 2022-203 fiscal year budget.
· Councilmember Bowling stated 6 new police cars are being used for patrolling. Currently 5 body cameras have been received for demonstration of use. Body cams are quite expensive and take up a considerable amount of virtual storage. The Police Department is also testing dash cameras.
· Councilmember Nay mentioned she will send a Reach Alert on Wednesday, May 26 reminding people to call the police if solicitors are at your door.
· Councilmember Flynn, speaking as Chairperson of the Insurance Committee, recommended that the city contract with Roundstone, representing Cigna, to move to a self-insured health insurance program to be offered to all employees. The contract would move to match the July 1 to June 30 fiscal year of St. Matthews. An official vote will be scheduled for the June 8, 2021 council meeting.
· Councilmember Olson announced that Texas Roadhouse will give 10% of profits to St. Matthews Area Ministries on June 10, 2021 from 4:00 p.m. to 10:00 p.m. Each customer will need to mention they are dining in support of the St. Matthews Area ministries. Additionally, there will be a golf scramble to raise needed funds for the same organization on September 13, 2021.

CITY ATTORNEY’S REPORT

Ms. Ritsert stated there are approximately 40 unpaid real estate tax bills from 2020. This number is much reduced from this time last year.

MAYOR’S REPORT

Mayor Tonini discussed the following items:

· A new Public Works employee will start in 2 weeks.
· Kenan Stratman relayed there has been a hold-up with the Community Center sign because of lettering previously delivered was not correct (wrong size and finish). Replacement letters have been ordered and should be available soon.
· Councilmember Bowling is working with Mayor Tonini and David May to develop the 2021-2022 fiscal year budget. Budget requests should be submitted immediately.
· Mayor Tonini mentioned capital projects will be reviewed for possible inclusion in the 2021-2022 FY budget but the application will be conservative.
· The Office of the Property Valuation Administrator was supposed to reevaluate commercial properties in 2021. It appears that will happen in 2022 now.
· Elizabeth Cleary announced the St. Matthews movie series is schedule for August 20, September 10, September 17, and October 15. Movie selection and times to be announced. This community event will take the place of the St. Matthews Community Festival which will not be held this year due to the lingering restrictions of covid-19.

ADJOURNMENT

Councilmembers made a motion to adjourn. The motion was seconded by Councilmember Nay.

Upon Voice Vote: (7-0) the motion carried, and the meeting adjourned at 8:09 p.m.
