Council Meeting Minutes
March 12, 2024

A meeting of the St. Matthews City Council was held in-person on Tuesday, March 12, 2024. The meeting was called to order at 7:00 p.m. by Mayor Tonini. The following people were present:

The Pledge of Allegiance was accomplished followed by the roll call vote of attendance.

MINUTES

A motion was made by Councilmember Nay to approve the minutes from the February 27, 2024 council meeting. The motion was seconded by Councilmember Olson.

Upon Voice Vote: (7-0) the motion carried.

PUBLIC MEETING COMMENTS

Kate Leitner, Manager of the St. Matthews/Eline Branch of the Louisville Free Public Library reviewed a list of upcoming events at the St. Matthews Branch.

The speaker was not present. Mayor Tonini moved to the next order of business.

MUNICIPAL ORDER 24-04              RE-APPOINTMENT OF                        JOHN SINGLER, ATTORNEY
                                                    RAYMOND BROWN AS MEMBER OF THE
                                                    ST. MATTHEWS ETHICS BOARD

Mr. Singler read MO 24-04 re-appointing Raymond Brown as a member of the St. Matthews Ethics Board. Councilmember Nay made a motion to accept MO 24-04. The motion was seconded by Councilmember Holland.

Upon Voice Vote: (7-0) the motion carried.

MUNICIPAL ORDER 24-05              RE-APPOINTMENT OF                         JOHN SINGLER, ATTORNEY
                                                    KEVIN GARVEY AS MEMBER OF THE
                                                    ST. MATTHEWS ETHICS BOARD

Mr. Singler read MO 24-05 re-appointing Kevin Garvey as a member of the St. Matthews Ethics Board. Councilmember Olson made a motion to accept MO 24-05. The motion was seconded by Councilmembers Flynn and Nay.

Upon Voice Vote: (7-0) the motion carried.

EXPENDITURES

Councilmember Nay made a motion to approve the expenditures listed and have checks drawn on the city’s treasury in the total of $212,620.45. The motion was seconded by Councilmember Flynn.

Upon Roll Call Vote: (7-0) the motion carried. Yes Votes: Councilmembers Vanetti, Hernandez, Olson, Holland, Nay, Flynn, and Landes. No Vote: None.

COMMITTEE REPORTS

• Councilmember Olson encouraged residents to nominate their fellow neighbors for the “Outstanding St. Matthews Neighbor Award”. The winner is then highlighted each month. Nominations can be submitted through the city’s website or by emailing Councilmember Olson directly.
• Councilmember Holland relayed a person has been selected to be the events associate/custodian for The Arterburn. The position was advertised and over 100 applications were received. Seven people were selected to be interviewed. Of those seven, five did not make an appearance at their selected interview time. However, of the two remaining candidates, an enthusiastic candidate was selected and has begun duties as assigned.
• Councilmember Nay reminded those present the deadline to submit information for the next newsletter is March 12th. Additionally, the Chamber of St. Matthews is sponsoring an electronics recycling event to be held Friday, March 22 from 12:00 noon to 3:00 p.m. in the parking area of Community Park, in front of The Arterburn.
• Councilmember Landes inquired of the status of the formulation of the proposed strategic plan. Mayor Tonini mentioned it will be an agenda item for the March 19 Caucus meeting.

CITY ATTORNEY’S REPORT

Mr. Singler relayed he had no additional comments.

MAYOR’S REPORT

Mayor Tonini gave the following report:

1) The city will begin accepting credit card payments in the near future. Processes are being developed at this time.
2) The city is piggy-backing on the Louisville Metro paving contract and Hall Paving will soon be paving Springhill Road, Alton Road, 3800 block of Leland, Brownlee, Hillsboro, Plymouth and Meridian Avenue.
3) Masonry work will begin soon in repairing the James Brown cemetery, located in Brown Park. Both the brick wall and headstones will be addressed.
4) The Spring House @ Jamestown will soon have a new roof and new protective fencing. Councilmember Olson suggested pictures of the finished product are placed on Facebook to educate the public about this historic property.
5) The city will recognize “Donate for Life”, a group that supports organ and tissue donations, by lighting up St. Matthews City Hall on April 12, 2024 in their program colors.
6) Further discussion will need to take place regarding adding cameras for security at The Arterburn as well as the Public Works Shop and Community Park restrooms.
7) The vehicle the mayor drives is having transmission issues. The cost to repair is $7,800. It may be time to purchase another vehicle.
8) The Commonwealth’s Attorney for Jefferson County, Gerina Whethers, is hosting a public meeting along with Louisville Metro Councilwoman Paula McCraney on public safety. The meeting is being held at The Arterburn on Wednesday, March 20th. Mayor Tonini and Chief Barry Wilkerson will also attend and participate in the event.

ADJOURNMENT

Councilmember Holland made a motion to adjourn the regular meeting. The motion was seconded by Councilmembers Flynn and Landes.

Upon Voice Vote: (7-0) the motion carried, and the meeting adjourned at 7:50 p.m.
