Council Meeting Minutes
July 11, 2023

A meeting of the St. Matthews City Council was held in-person on Tuesday, July 11, 2023. The meeting was called to order at 7:01 p.m. by Mayor Tonini. The following people were present:

PLEDGE OF ALLEGIANCE

The Pledge of Allegiance was accomplished followed by the roll call vote of attendance.

MINUTES

A motion was made by Councilmember Nay to approve the minutes from the June 27, 2023 council meeting. The motion was seconded by Councilmember Olson.

Upon Voice Vote: (8-0) the motion carried.

PUBLIC MEETING COMMENTS

Josh Suiter, Executive Director of the Chamber of St. Matthews reviewed the plans for the upcoming Potato Festival to be held August 5, 2023. J. D. Shelburne will perform between 3:30 p.m. and 6:00 p.m. Independence Bank is donating use of a small train for children to ride around the park. There will be a Cornhole Tournament and a Spud Putt-Putt Tournament. There will be potato crafts for kids. The Chamber is in negotiations with The Mall St. Matthews to share parking with a shuttle running between The Mall and Community Park.

Mayor Tonini then reviewed plans for that area in the first week of August. Police Night Out annual event will be held Tuesday, August 1st.

Wednesday, August 2 is 4-Wheels for Wilt, a fundraiser for Office Nick Wilt who was injured during the April 10th shooting in downtown Louisville. Owners of Jeep’s will pay an entry fee to showcase their Jeep’s.

Thursday, August 3 is Family Night. There will be food trucks, a softball game between St. Matthews Police Officers and the St. Matthew Fire Protection District Fire Fighters, and a Dunking Booth which Chief Wilkerson is graciously participating.

Friday, August 4 is the Classic Car, Hot Rod, and Motorcycle Show that will be held in the Dillard’s parking lot of The Mall.

Saturday, August 5 is the annual Potato Festival at Community Park.

PENDING BUSINESS

There was no pending business on the agenda to discuss.

NEW BUSINESS

ORDINANCE 23-03                    REGULATIONS FOR                          JOHN SINGLER, ATTORNEY
                                                STREET RACING – 2nd Reading

Mr. Singler reviewed Ordinance 23-03 indicating it closely mirrors a reckless driving ordinance approved by the Louisville Metro Council. Enforcement tools are found on the 2nd page up to and including seizure of the vehicle. An appeals process has been included. Mayor Tonini pointed out that some cars are stolen, and the owner of the vehicle is not responsible so there is allowance for cars to be released. Councilmember Holland made a motion to accept this as 2nd reading and recommends passage Ordinance 23-03. The motion was seconded by Councilmember Olson.

Upon Voice Vote: (8-0) the motion carried. Yes Votes: Councilmembers Hernandez, Clark, Olson, Holland, Bowling, Nay, Flynn, and Landes. No Votes: None.

MUNICIPAL ORDER 23-16           PARKSIDE-FAIRMEADE                     RICHARD TONINI, MAYOR
                                                 HALLOWEEN PARADE GRANT REQUEST

Mayor Tonini noted the city received a grant request from a representative of the Parkside-Fairmeade Halloween Parade Committee. The committee is asking for a $500 donation to be applied towards expenses incurred in the application of neighborhood parade. It was noted this parade has been continuously running for approximately 75 years. Councilmember Flynn made a motion to approve MO 23-16. The motion was seconded by Councilmember Clark.

Upon Voice Vote: (8-0) the motion carried.

EXPENDITURES

Councilmember Bowling made a motion to approve the expenditures listed and have checks drawn on the city’s treasury in the total of $505,554.39. The motion was seconded by Councilmember Nay.

Upon Roll Call Vote: (8-0) the motion carried. Yes Votes: Councilmembers Hernandez, Clark, Olson, Holland, Bowling, Nay, Flynn, and Landes. No Vote: None.

COMMITTEE REPORTS

• Councilmember Hernandez relayed there will be a Planning and Zoning Committee Meeting on Thursday, July 20 at 2:30 p.m. in the Noland Room at St. Matthews City Hall. Tad Long from the Kentucky League of Cities will attend to begin discussion on the development of the City Council Work Plan for St. Matthews.
• Councilmember Clark mentioned there will be a meeting on July 7 at 2:00 p.m. with Chamber representatives to discuss specifics of the Light-Up St. Matthews event to be held December 2nd, 2023.

CITY ATTORNEY’S REPORT

There was no additional report given.

MAYOR’S REPORT

• Mayor Tonini mentioned plans are being developed to update the outside of The Arterburn reflecting the updates to the interior of the building.
• Louisville Metro is holding listening sessions to learn how the merger of the city and county government 20 years ago has been helpful or not helpful. One of the meetings will be held at Eastern High School on Monday, July 24 at 6:00 p.m.
• A letter of agreement to conduct an audit for last fiscal year has been signed and will continue to move forward.
• Circling back to a discussion from the last council meeting, the mayor asked council members of their thoughts regarding parking on Staebler Avenue. Councilmember Nay stated she prefers to keep the same parking restrictions that have been in place for years. This entails erecting new No Parking signs replacing old, faded ones or ones that have been knocked down. Councilmember Olson was in agreement. No other council members objected to keeping the rules as they have been since the 1970’s.
• There will be a public meeting with residents of Brookfield Avenue regarding speeding. The meeting will be held Tuesday, July 18 at St. Matthews City Hall in the Council Chambers at 6:30 p.m.

ADJOURNMENT

Councilmember Holland made a motion to adjourn the regular meeting. The motion was seconded by Councilmember Bowling.

Upon Voice Vote: (8-0) the motion carried, and the meeting adjourned at 7:38 p.m.
