Council Meeting Minutes
JANUARY 9, 2024
A meeting of the St. Matthews City Council was held in-person on Tuesday, January 9, 2024. The meeting was called to order at 7:00 p.m. by Mayor Tonini. The following people were present:

MINUTES
A motion was made by Councilmember Nay to approve the minutes from the December 12, 2023, Council Meeting. The motion was seconded by Councilmember Bowling.
Upon Voice Vote: (8-0) the motion carried.

Kate Leitner, Branch Manager of St. Matthews Eline Library addressed the Council regarding upcoming events at the library.

Resident Gary Major inquired about the purchase of the new electric vehicles and their lithium batteries as it pertains to fire safety. Councilmember Frank Flynn, who is a career firefighter, replied there is currently no suppressant for a lithium battery fire.
PENDING BUSINESS
City Attorney John Singler reported no pending business.
NEW BUSINESS
Municipal Order 24-01—A MUNICIPAL ORDER APPROVING A PARKING WAIVER FOR PROPERTY LOCATED AT 4217 SHELBYVILLE ROAD CASE NUMBER 23-PARKWAIVER-0010
Mr. Mike Hill, Land Design and Development, addressed the Council regarding a new 7-Brew business to be located at 4217 Shelbyville Road. He addressed their concerns on the design and configuration of the new business. The business is requesting more than the required number of parking places to ensure that there is sufficient parking during employee shift changes. The business will have drive-thru customers only. No walk-in sales. Afterwards, Councilmember Flynn made a motion to approve MO 24-01. His motion was seconded by Councilmember Nay.
Upon Voice vote (8-0) the motion carried.
EXPENDITURES
Councilmember Bowling made a motion to approve the expenditures listed and have checks drawn on the city’s treasury in the total of $411,232.62. The motion was seconded by Councilmember Holland.

COMMITTEE REPORTS
Councilmember Vanetti had no report.
Councilmember Hernandez had no report.
Councilmember Olson reported that the Outstanding Neighbor award for January went to Terri Prader and her dog Teddy. Councilman Nay stated that a photo with information about the winner has been posted on the city website and Facebook page.
Councilmember Holland reported that a St. Matthews rental house will soon be available.
Councilmember Bowling had no report but stated that the police body cameras will be utilized by the end of January.
Councilmember Flynn stated that he has been in contact with some folks who are interested in producing a Street Festival in St. Matthews and inquired if there could be a Caucus meeting with the Council to discuss the event.
Councilmember Nay reported the newsletter is at the printer and should be delivered to homes by February 1, 2024.
Secondly, she shared a story regarding a young man named Levi Gladstein who collects used sports equipment and reconditions them to sale. He donates the proceeds to the St. Matthews Little League for children who cannot afford to pay the sign-up fees. This is Levi’s third- year for collecting sports equipment. Councilman Nay is currently gathering the particulars about this event so that the information can be posted on the city’s website and Facebook.
Another noteworthy event, Trinity High School won the 2023 State Championship for football, bring them to 28 State Championships . In addition, the Trinity High School Cross County team who the 2023 State Championship, bring them to 21 State Championships in this sport. There will be an assembly at Trinity High School in the large gym on Tuesday, January 16, 2024. The school will be presented with two signs, from the city, to be placed on Shelbyville Road illustrating their championships. Councilman Nay will be attending the assembly and invited all other councilmember to additionally attend.
Councilmember Landes had no report.
Mayor Tonini called upon Mr. Raymond Brown, City of St. Matthews Ethics Committee member, and inquired about an upcoming Ethics Board Committee meeting. Mr. Brown stated the meeting will be Thursday, January 18, 2024, at 10:00 a.m. at City Hall.
CITY ATTORNEY’S REPORT
City Attorney Singler had no report.
MAYOR’S REPORT
Mayor Tonini reported that he, Councilmembers Amy Olson and Tim Holland will be conducting interviews for the City Clerk position next week. The city received 9 resumes for the position, and they will be interviewing 5 of the candidates. In addition, he reminded the Council a date needs to be chosen to meet with Mr. Tad Long from the Kentucky League of Cities to begin the City Council Work Plan. It was agreed that a Saturday date would work best for this meeting.
Mayor Tonini gave a historical report on the city’s car and truck purchases. He reported that a Chevy Bolt EV had been purchased and an additional Bolt will be bought for the code enforcement officers to utilize. A charging station will soon be installed on the City Hall campus. He added that the city will soon be selling approximately eleven vehicles, from both public works and police, at the auction. He added that the city has been able, in the past, to acquire a more than fair price for vehicles sold via auction.
Mayor Tonini reported that the Public Works Department had completed the city’s leaf removal. Also, he has requested that the works crews complete the phased installations of the new street signs in this fiscal year, 2023-2024.
Mayor Tonini reported he had spoken with a resident regarding two dogs located on Kentucky Avenue and explained that the City of St. Matthews has no authority regarding the animals. He explained the resident should contact the Louisville Animal Services should an unfavorable incident occurs. However, in the case of an emergency they should call the St. Matthews Police Department.
Mayor Tonini stated that an employee was released, and a replacement will soon be sought. No identification as to the employee’s name or department was given.
In addition, Mayor Tonini added that the St. Matthews Chamber has invited the Council to their annual February dinner and awards program to be held at The Olmsted. Council members were instructed to notify the city clerk if they plan to attend so that reservations can be confirmed.
Mayor Tonini discussed a possible display of, deceased local artist, Mary Louise Schrodt’s, 32 renderings, called the “St. Matthews Series”, depicting various locations that are, or were, within the City of St. Matthews in the 1960’s, 70’s and 80’s. The Council will continue the discussion when a meeting is scheduled with the artist’s family.
Lastly, Mayor Tonini stated there had been numerous compliments on the Christmas display at Brown Park. In addition, he distributed several cards from residents complimenting the efforts of the Council.
ADJOURNMENT
Councilmember Holland made a motion to adjourn the regular meeting. The motion was seconded by Councilmember Olson .
Upon Voice Vote: (1-0) the motion carried, and the meeting adjourned at 8:05 p.m.
