Gilman Pointe Development –  City Council Meeting to Consider Letter of Compliance

Please take notice that the City Council of the City of St. Matthews, Kentucky will consider a development plan for a Letter of Compliance under Section 152.10 of the City of St. Matthews Code on property located at 4101 and 4163 Westport Road and 329, 331, and 333 Ridgeway Avenue, as shown on the attached plan.

The meeting to consider the Letter of Compliance will be conducted at the Council’s regularly scheduled Council Meeting to be held at 7:00 PM on April 14, 2026. Because of the expected attendance, the meeting has been moved to The Arterburn (previously known as the Community Center) located at 310 Ten Pin Lane. At the meeting the Council will hear the developer’s presentation on their development plan and after that presentation the council will hear comments from the public. If the public wishes to submit an email prior to the meeting, please direct those to the City Clerk at info@stmatthewsky.gov and they will be distributed to the Council.

The property has been zoned C-N Commercial and R-7 Multifamily Residential for many years, so the developer already has the right to construct apartments on this site. The issue to be decided is not the use of the site for apartments, but only if the development plan presented for this site complies with the city’s ordinances, the Development Code and the Comprehensive Plan.

The proposed development includes 199 dwelling units in four buildings, a clubhouse and pool, and dog park. The proposed development contains a single access point from Westport Road, sidewalks along the frontage of Westport Road and Ridgeway Avenue and will include the widening of Westport Road to create a three-lane section from Theirman Lane to Ridgeway Avenue, including signage and striping improvements to the intersection of Westport Road and Ridgeway Avenue. A variance to allow parking to encroach into a required rear yard along the north property line was approved by the Louisville Metro Board of Zoning Adjustment on March 16, 2025 in Case No. 25-Variance-0129.
