Council Meeting Minutes
FEBRUARY 13, 2024

A meeting of the St. Matthews City Council was held in-person on Tuesday, February 13, 2024. The meeting was called to order at 7:00 p.m. by Mayor Tonini. The following people were present:

The Pledge of Allegiance was accomplished followed by the roll call vote of attendance.

MINUTES

A motion was made by Councilmember Nay to approve the minutes from the January 23, 2024, Council Meeting. The motion was seconded by Councilmember Olson.

Upon Voice Vote: (8-0) the motion carried.

PUBLIC MEETING COMMENTS

Mr. Josh Suitor, St. Matthew’s Chamber of Commerce, addressed the Council regarding the upcoming annual Chamber dinner on February 22, 2024, to be held at the Olmstead. He inquired if any of the Councilmembers were interested in attending.

Mr. Suitor stated that the Chamber is in the process of creating a digital magazine that will highlight local businesses and include the Chambers activities. This magazine will be linked into the City of St. Matthew’s website.

Also, Mr. Suitor reported he had met with the Chamber’s Board Members, and they decided not to produce the Potato Festival this year. Instead, they will concentrate on the development of some new events for the city.

PENDING BUSINESS

City Attorney John Singler reported no pending business.

NEW BUSINESS

City Attorney John Singler introduced Ordinance #1, Series 2024—AN ORDINANCE RELATING TO THE STRUCTURE AND MANAGEMENT OF THE ST. MATTHEWS POLICE DEPARTMENT.

He reviewed each section of the ordinance in length and answered all inquiries by the Council.

After some additional discussion, Councilmember Nay made a motion for introduction and first reading of Ordinance #1, Series 2024. Her motion was seconded by Councilmember Bowling. Mayor Tonini added that this is the first reading and if the Council has additional questions, they can present them at the next meeting on February 27, 2024.

Upon voice vote (8-0) the motion carried.

City Attorney John Singler introduced Municipal Order #24-02—RELATING TO THE APPOINTMENT OF A CITY CLERK

City Attorney Singler stated that a committee of three consisting of the mayor and two councilmembers advertised for candidates interested in the job of city clerk and ultimately interviewed five candidates who had applied for the position. The committee recommended Susan Clark, who was one of the five candidates interviewed, as the best candidate to be appointed as permanent city clerk.

Councilmember Nay made a motion to approve Municipal Order #24-02. Her motion was seconded by Councilmember Bowling.

Upon voice vote (8-0) the motion carried.

EXPENDITURES

Councilmember Bowling made a motion to approve the expenditures listed and have checks drawn on the city’s treasury in the total of $381,006.09. The motion was seconded by Councilmember Holland.

COMMITTEE REPORTS

Councilmember Vanetti had no report.
Councilmember Hernandez thanked Rheba Roten, Acting City Clerk, for her time in filling the position until a permanent city clerk was appointed. In addition, he discussed resident Michael Price, who developed a Facebook page to interact with the St. Matthew’s citizens. This page was to discover citizen’s ideas on how the city can become more walkable. The information will be sent to Councilmember Nay to possibly link with the city’s website. In addition, Councilmember Hernandez inquired about future meetings with Tad Long who is the Community and Economic Development Manager with the Kentucky League of Cities. Mayor Tonini said that he would reach out to Mr. Long about future meetings.
Councilmember Olson reported that Betty and Howard Hardin were the recipients of the Outstanding Neighbor Award for February 2024. In addition, she stated there will be an “Heart of St. Matthews Clean Up” meeting at the Independence Bank. The date for the clean-up will be chosen and publicly announced.
Councilmember Holland reported that the city is seeking to hire an Event Associate for the Arterburn. The position will be posted on the city’s website along with other social media locations.
Councilmember Bowling has no report.
Councilmember Nay had no communication report; however, she requested a meeting be called with Kenan Stratman, Director of Public Works, to discuss the status of the park projects.
Councilmember Flynn reported he had received a phone call from the owner of Morris Point indicating that patrons of other businesses were using his parking lot.
Councilmember Landes had no report.

CITY ATTORNEY’S REPORT

City Attorney Singler had no report.

MAYOR’S REPORT

Mayor Tonini reported there will be a pre-bid meeting on Wednesday, February 14, 2024, for Warwick Park for the contractors. The bid opening will be held on the following Wednesday, February 21, 2024. The Council will receive the winning bid for approval at the February 27, 2024, Council meeting.

Mayor Tonini reported that the Trinity Hills ditch project needs permission from four property owners in order to place the project out for bid. The signatures are needed to gain access to their property.

Mayor Tonini stated that the Draut Park design is ready and will be placed out to bid soon.

Lastly, the City Hall elevator will be closed on Friday, February 16, 2024, for maintenance.

Lastly, Mayor Tonini introduced Shawn Weatherholt, St. Matthew’s Information Technologist (IT) Director, who has been extremely busy with St. Matthew’s Police Department’s body cams which needed to be synchronized with the police cars cameras.

Mr. Weatherholt explained he will be installing a new software program which will allow the citizens to pay their property taxes, collect fees for various services such as ABC license, sign renewals, etc. with their credit cards or e-checks.

Mr. Weatherholt further explained the various phases of the software installation plus the benefits for both the office staff and the citizens. He indicated that Councilmember Nay will play an important role in communicating and promoting the system on the city’s website. He stated the program will be operable by this year’s tax season, which begins in October.

Councilmember Holland made a motion to adjourn the regular meeting. The motion was seconded by Councilmember Olson .

Upon Voice Vote: (8-0) the motion carried, and the meeting adjourned at 8:18 p.m.
