Council Meeting Minutes
February 27, 2024

A meeting of the St. Matthews City Council was held in-person on Tuesday, February 27, 2024. The meeting was called to order at 7:00 p.m. by Mayor Tonini. The following people were present:

The Pledge of Allegiance was accomplished followed by the roll call vote of attendance.

MINUTES

A motion was made by Councilmember Nay to approve the minutes from the February 13, 2024 council meeting. The motion was seconded by Councilmember Olson.

Upon Voice Vote: (5-0) the motion carried.

PUBLIC MEETING COMMENTS

Kate Leitner, Manager of the St. Matthews/Eline Branch of the Louisville Free Public Library reviewed a list of upcoming events at the St. Matthews Branch.

Resident Judy Shission addressed the Council regarding the concept of a Senior Center.  She provided an autobiography illustrating her experience in Corporate America.  She expressed her desire to help facilitate an avenue of activities for Seniors and to include all ages of the city.  Mayor Tonini stated there has always been a need for such a facility and the Council agreed to continue to pursue a place and to create a plan for various activities for all ages.

PENDING BUSINESS

City Attorney John Singler discussed by Summar Ordinance #1, Series 2024-AN ORDINANCE RELATING TO THE STRUCTURE AND MANAGEMENT OF THE ST. MATTHEWS POLICE DEPARTMENT.

Mr. Singler reviewed each section of the ordinance in length and stated the ordinance was ready for action.  Councilmember Nay made a motion for second reading and passage of Ordinance #1, Series 2024.  Her motion was seconded by Councilmember Holland.

Upon Voice Vote (7-0) the motion carried.

NEW BUSINESS

City Attorney John Singler introduced Municipal Order 24-03– A MUNICIPAL ORDER RELATING TO ACCEPTING A BID FOR THE WARWICK PARK PHASE IMPROVEMENTS.

Mr. Singler stated that the lowest and best bid was Triumph Landscape Construction Company in the lump sum of $1,834,000.00.

Public Works Director Kenan Stratman addressed the Council and answered all inquiries regarding Phase 1 of Warwick Park and what the construction will involve.

Councilmember Nay made a motion to approve Municipal Order 24-03. Her motion was seconded by Councilmember Flynn.

Upon Voice Vote: (7-0) the motion carried.

EXPENDITURES

Councilmember Nay made a motion to approve the expenditures listed and have checks drawn on the city’s treasury in the total of $88,215.26. The motion was seconded by Councilmember Flynn.

Upon Roll Call Vote: (7-0) the motion carried. 

COMMITTEE REPORTS

  • Councilmember Vanetti had no report
  • Councilmember Hernandez discussed the meeting at Cafe Louie and stated he met with Kentucky State Representative Tina Bojanowski.  The discussed the upcoming 2024 Juneteenth celebration, and she recommended that the City of St. Matthews join in on the events.
  • Councilmember Olson requested that nominations for the Outstanding Neighbor be submitted.
  • Councilmember Holland reported that as of this date ninety-six applications have been received for the position at the Arterburn as Event Associate.
  • Councilmember Bowling was absent; therefore there was no report.
  • Councilmember Nay requested that articles for the newsletter be submitted soon for the May issue.  She distributed a survey created for the celebration of the 75th anniversary of St. Matthews to be held in 2025.  She asked the Council to be proactive in making their decisions for planning the upcoming event.  In addition, Councilmember Nay discussed the St. Matthews Area Ministries Easter Food Basket drive to help supply the needs of our neighbors.
  • Councilmember Flynn reported that property and casualty plus health insurance renewals for July 1, 2024, will be marketed out to numerous companies for various pricing.
  • Councilmember Landes reported she met a resident, Glenn Essex, at the Cafe Lou meeting on February 24, 2024 at the Eline Library.  He stated he had addressed the Council regarding the light and Brown’s Lane and Shelbyville Road and the process of getting the light delayed.  He requested that other lights in St. Matthews be examined for the same issue.  Public Workd Director Kenan Stratman stated that all signals in Jefferson County are controlled by the Traffic Division in Louisville Metro, and he suggested that Mr. Essex contact that department for assistance.

CITY ATTORNEY’S REPORT

Mr. Singler had no report.

MAYOR’S REPORT

Mayor Tonini reported the St. Matthews Police Department recently held an awards banquet and many officers were recognized for their epic efforts.  He added that there will be significant costs for the police department regarding the installation of dispatch consoles.  The old consoles can no longer be serviced.  In addition, Mayor Tonini state that there will be two new hires in the police department for administrative work.  Also, additional Flock Cameras will continue to be install throughout the City.

Mayor Tonini state he will be in Frankfort this week and will meet with Tad Long, Community and Economic Developer with the Kentucky League of Cities.  There will be a meeting scheduled with him in March 2024.

ADJOURNMENT

Councilman Holland made a motion to adjourn the regular meeting. The motion was seconded by Councilmember Olson.

Upon Voice Vote: (7-0) the motion carried, and the meeting adjourned at 8:03 p.m.
