Council Meeting Minutes
DECEMBER 12, 2023

A meeting of the St. Matthews City Council was held in-person on Tuesday, December 12, 2023. The meeting was called to order at 7:00 p.m. by Mayor Tonini. The following people were present:

The Pledge of Allegiance was accomplished followed by the roll call vote of attendance.

MINUTES

A motion was made by Councilmember Nay to approve the minutes from the November 28, 2023, Council Meeting. The motion was seconded by Councilmember Clark.

Upon Voice Vote: (8-0) the motion carried.

PUBLIC MEETING COMMENTS

Kate Leitner, Branch Manager of St. Matthews Eline Library addressed the Council regarding upcoming events at the library.

Josh Suitor, Executive Director Chamber of Commerce, addressed the Council and reported their annual dinner will be held at the Olmsted on February 22, 2024, from 5:30 until 9:00 p.m. and the theme will be from the 1990’s.

Mr. Suitor reported the Chamber of Commerce staff will be working from their homes starting December 18, 2023 through January 2, 2024.

Lastly, Mr. Suitor stated that Light Up Brown Park was a success with an estimated number of 5,000 in attendance. He added that the crowd was the largest in the past two years. Mayor Tonini congratulated Mr. Suitor and the Chamber of Commerce for a very successful event.

Resident Gary Major expressed his appreciation to Councilmember Cathi Clark for her service on the Council.

PENDING BUSINESS

City Attorney John Singler reported no pending business.

NEW BUSINESS

Review of 2022-2023 Fiscal Year Audit
Mr. Jim Tencza, Director at Dean and Dorton CPA, and Mr. Kevin Grahm, Manager, addressed the Council and reported the city’s audit had been completed and received a clean opinion. Also, there were no deficiencies and no material weaknesses. In addition, an audit was conducted regarding the American Rescue Plan Act, which is a federal grant of over $750,000.

Upon completion of their report, Councilmember Bernie Bowling made a motion to approve the 2022-2023 audit. His motion was seconded by Councilmember Nay.

Upon voice vote (8-0) the motion carried.

Cancellation of the Second Council Meeting in December
Mayor Tonini explained the reasoning behind the cancellation of the second meeting due to the Christmas holidays. Councilmember Nay made a motion to cancel the second meeting in December. Her motion was seconded by Councilmember Bowling.

Upon voice vote (8-0) the motion carried.

Swearing in of New Councilmember Jackie Vanetti
City Attorney John Singler conducted the swearing in of Councilmember-elect Jackie Vanetti as her family participated in taking pictures. The audience, Mayor Tonini and the Council congratulated Councilmember Vanetti as her term will be effective January 1, 2024.

EXPENDITURES

Councilmember Bowling made a motion to approve the expenditures listed and have checks drawn on the city’s treasury in the total of $414,507.20. The motion was seconded by Councilmember Nay.

Upon voice vote (7-1) the motion carried.

COMMITTEE REPORT

• Councilmember Hernandez inquired about the duration of the posting regarding the City Clerk’s position.
• Councilmember Clark had no report.
• Councilmember Olson reported that the Outstanding Neighbor award for December went to Howard Hardin. She added there are numerous nominations for January 2024.
• Councilmember Holland had no report.
• Councilmember Bowling had no report and referred to Chief Barry Wilkerson who had no report also.
• Councilmember Flynn had no report.
• Councilmember Nay had no report.
• Councilmember Landes inquired about the debris removal at the Jamestown Apartments. City Attorney John Singler reported there had been advancement in the clean-up. Mayor Tonini stated he too had driven by the area and reported improvement.

CITY ATTORNEY’S REPORT

City Attorney Singler had no report.

MAYOR’S REPORT

Mayor Tonini thanked Josh Suitor and the Chamber again for the outstanding job on the Light Up Brown Park event.

Mayor Tonini discussed the possibility of displaying oil paintings by a local artist in City Hall. The paintings are illustrations of St. Matthews. The Council will hold further discussions on the matter at the next Council meeting in January 2024.

ADJOURNMENT

Councilmember Holland made a motion to adjourn the regular meeting. The motion was seconded by Councilmember Olson.

Upon Voice Vote: (8-0) the motion carried, and the meeting adjourned at 7:50 p.m.
