Serving Board Members

Chris Mooser (One Year Term)
A lifelong resident of Louisville with over 30 years of experience as a Real Estate attorney with extensive knowledge of property law and real estate transactions. Mr. Mooser is a founding member of Title Agency Support, LLC, and Louisville Title Agency, LLC. Working extensively with both residential and commercial properties has provided a deep understanding of property maintenance standards and compliance issues.

Dan Heiskell (Two Year Term)
Experienced as the Chairman of the Forestry Department with the City of Anchorage, Ky., which is one of the first Tree City, USA. The purpose of Tree City, USA is to educate residents, builders, and developers in addition to working with utility companies to maintain the health and character of the trees, not only for aesthetic purposes, but also public safety. Mr. Heiskell is a past elected City Councilman with the City of Anchorage.

David Marchal (Three Year Term)
Registered as an Architect since 1995, with 14 years’ experience in the private sector, focusing on project development, construction management including code compliance. Employed by Louisville Metro managing various regulatory processes including planning, urban design, historic preservation, and building code approval while also assisting developers, builders, designers, and citizens in the development of real estate in Louisville with timely and accurate information, and smooth & efficient processes. Since 2022, Mr. Marchal has been a team member with the U.S. Army Corps of Engineers (USACE) as a project architect.

Wes Geis (Alternate)
An Independent Third-Party Consultant, with over 25 years’ experience, and a resident of St. Matthews for over 49 years. His foundational legal studies in Civil Procedure, Torts, Contracts, and Property, have developed a strong ability to read, interpret, and analyze statutes and ordinances. This expertise allows him to assess the intent of ordinances, weigh the severity of non-compliance, and evaluate abatement costs. Mr. Geis has experience in business management and strategic leadership, a strong focus on operations, compliance, and overall business oversight.

Tony Weiter (Alternate)
A resident of St. Matthews for over 38 years. A retiree from the field of Telecommunications, and a proud graduate of St. Matthews Trinity High School and the University of Louisville. Mr. Weiter served as an elected City Councilman for the City of St. Matthews for 31 years, where he had input on zoning cases, budgets, adoption of ordinances, and general direction of the city. While always finding ways to be involved in the community, he has served on the Board of Jefferson Co league of Cities, U of L Alumni Association, Waggener High School Board and other various boards community wide.
