The meeting of the City Council was called to order at 7:04 p.m., at City Hall.

MINUTES:  Motion was made by Councilman Nay, seconded by Councilman Vincent to

approve the minutes of the meeting of February 23, 2010.

 

Upon vote (8-0), the minutes were unanimously approved.

 

 

Diane Bird of 4012 Hycliffe Avenue complained about a parked trailer in the driveway at 4014 Hycliffe Avenue.  Ms. Bird brought photographs to show the Mayor and Council that a portion of this trailer is well past the front of the house.  Mayor Bowling told her we would look into it and get back with her.  Secondly, Ms. Bird, also brought photographs of a car parked in the rear yard of a neighbor’s home.  The photograph appeared to show that the car was being stored and not actively utilized.  The photograph additionally gave the appearance that the automobile may possibly not be in useable condition. The Mayor will have the situation investigated to insure that the current city ordinance, regarding parked or stored vehicles, is being abided by.

 

 

A boy scout from Troop #325 attended the meeting, as he is working on a merit badge.

 

Mayor Bowling distributed copies of the audit, for the fiscal year ending June 30, 2009, and asked council members to review the document and prepare questions, concerns and comments by the next city council meeting of March 23, 2010.

Mayor Bowling passed out the quarterly report on the Works and Construction Departments, which listed projects in progress, projects in design, projects ready for scheduling and construction, along with projects completed in 2006, 2007, 2008, 2009 and 2010.

 

 

BILLS:  Motion was made by Councilman Tonini, seconded by Councilman Nay to approve the list of, attached, for payment.

 

Upon vote (8-0), the motion was unanimously approved.

 

 

COMMITTEE REPORTS

 

Councilman Monohan

 

  • The Parks Committee met Tuesday, March 2, 2010, with engineers regarding Community Center Park.  The committee hopes to have a public meeting, sometime in May, to allow interested citizens and others to review the plans for the improvements and upgrades for Community Center Park.

 

City Attorney Report

 

City Attorney Foster Haunz announced that he sent out 102 letters for collection on delinquent property tax bills, on behalf of the City of St. Matthews.  He indicated that in reviewing past years records, the number of delinquent collections has been in the same range or higher, therefore, it appears that the current economic conditions throughout the country, have not adversely effected the collection of property tax bills in St. Matthews.

 

City Attorney Haunz informed the mayor and council on the status of the court case regarding wheelchair access along Shelbyville Road.  This case was originally scheduled for March 16-17, 2010, and now has been re-scheduled for September 14-15, 2010.  Attorney Haunz stated that this date conflicts with the KML Convention and therefore may be re-scheduled. He will keep the mayor and council informed as this case proceeds.

 

City Attorney Haunz informed the mayor and council of a legal matter that may be of interest to the city, regarding the State of Kentucky’s issuance of distilled spirits licenses.  This situation apparently involves Liquor Barn, Beverage Warehouse and Walgreens Drugs.  Attorney Haunz indicated that he would keep the mayor and council informed as the matter progresses.  However, it is his opinion that the Alcohol Beverage Commission (ABC) cases are moving slowly.

 

ADJOURN:  Upon motion made by Councilman Vincent and seconded by Councilman Nay the meeting was adjourned at 7:32 p.m.
