Council Meeting Minutes
August 27, 2024

A meeting of the St. Matthews City Council was held in-person on Tuesday, August 27, 2024. The meeting was called to order at 7:02 p.m. by Mayor Richard Tonini. The following people were present:

PLEDGE OF ALLEGIANCE

The Pledge of Allegiance was accomplished followed by the roll call vote of attendance.

MINUTES

A motion was made by Councilmember Nay to approve the minutes from the August 13, 2024 council meeting. The motion was seconded by Councilmember Olson.

Upon Voice Vote: (7-0) the motion carried.

A motion was made by Councilmember Nay to approve the minutes from the August 24, 2024 caucus meeting. The motion was seconded by Councilmember Holland.

Upon Voice Vote: (7-0) the motion carried.

PUBLIC MEETING COMMENTS

Residents Jean Damron and Carol Baker asked the council members for information related to the possible development at the corner of Westport Road and Ridgeway Avenue. Attorney John Singler and Mayor Richard Tonini relayed the council is not allowed to speak on the subject until the developer’s application has worked through the legal process. The first step is to apply to Louisville Metro Government. Louisville Metro will hold a public hearing, but the date has not been set. No materials for consideration have been received by the City of St. Matthews at this time. It was suggested individuals contact Louisville Metro Planning and Zoning.

Kate Leitner, Manager of the Eline/St. Matthews Branch of the Louisville Free Public Library, reviewed the list of upcoming events:

NEW BUSINESS

MUNICIPAL ORDER 24-10           GRANT PROPOSAL                    JOHN SINGLER, ATTORNEY
                                                 KENTUCKY DERBY FESTIVAL GRANT PROPOSAL

The Kentucky Derby Festival submitted a grant proposal related to the 2025 parade. Councilmembers asked for additional options and other opportunities were considered. After reviewing specifics, Councilmember Nay made a motion to accept MO 24-10 funding the Kentucky Derby Festival’s Robo Rumble Regional Robotics Competition in the amount of $4,500. The motion was seconded by Councilmember Holland.

Upon Voice Vote: (7-0) the motion carried.

EXPENDITURES

Councilmember Bowling made a motion to approve the expenditures listed and have checks drawn on the city’s treasury in the total of $113,440.91. The motion was seconded by Councilmember Olson.

Upon Roll Call Vote: (7-0) the motion carried. Yes Votes: Councilmembers Hernandez, Olson, Holland, Bowling, Nay, Flynn, and Landes. No Vote: None.

COMMITTEE REPORTS
· Councilmember Olson announced the next Good Neighbor Award will be announced on Saturday, August 31st.
· Councilmember Nay relayed the deadline to submit information for the next newsletter is September 13th. Please email her with questions concerning statistics related to the city’s website or Facebook page.
· Councilmember Bowling asked Chief Wilkerson to give a Police Department report. Chief Wilkerson stated additional cameras have been installed in densely used corridors of St. Matthews.
· Councilmember Flynn expressed frustration that more of the new street signs have not been installed. Mayor Tonini asked him to obtain quotes from outside vendors to complete the work. City Attorney John Singler interjected if the expense is greater than $40,000, the work will need to be advertised and bids collected.

Mr. Singler relayed he had no additional comments.

MAYOR’S REPORT

Mayor Tonini had no additional comments.

ADJOURNMENT

Councilmember Holland made a motion to adjourn the regular meeting. The motion was seconded by Councilmembers Bowling and Olson.

Upon Voice Vote: (7-0) the motion carried, and the meeting adjourned at 7:58 p.m.
