Council Meeting Minutes
August 23, 2022

A meeting of the St. Matthews City Council was held in-person on Tuesday, August 23, 2022. The meeting was called to order at 7:00 p.m. by Mayor Richard Tonini. The following people were present:

The Pledge of Allegiance was accomplished followed by the roll call vote of attendance.

MINUTES

A motion was made by Councilmember Olson to approve the minutes from the August 9, 2022 council meeting. Councilmember Nay seconded the motion.

Upon Voice Vote: (7-0) the motion carried.

PUBLIC MEETING COMMENTS

Josh Suiter, Chamber of St. Matthews, reported on the upcoming St. Matthews Potato Festival scheduled for August 27th. Parking will be on-site and 30 vendors have been secured for the event. Live music will be on-going from 12:15 p.m. to 6:00 p.m. Councilmember Nay will send a Reach Alert notification on the day before the event to remind people of an opportunity to enjoy a family-friendly event. Additionally, Mr. Suiter relayed the Chamber’s Business Expo will be held at The Olmstead on September 1 from 12:00 p.m. to 5:00 p.m.

PENDING BUSINESS

ORDINANCE 22-05 STREET        CLOSURE OF                                        JOHN SINGLER, ATTORNEY 
                                                CHENOWETH COURT – 2nd reading

Attorney Singler summarized for 2nd reading Ordinance 22-05 related to moving Chenoweth Court from a public road to a private road by request of the land owner partnership. The street basically serves as an entrance point and parking lot for apartment buildings owned by the partnership. The owners plan to repave the road as well as add more parking spaces for the units. Councilmember Nay made a motion to approve this as 2nd reading and recommends for passage Ordinance 22-05. The motion was seconded by Councilmember Bowling.

Upon Roll Call Vote: (7-0) the motion carried. Yes Votes: Councilmembers Clark, Holland, Weiter, Bowling, Nay, Flynn, and Olson. No Votes: None.

NEW BUSINESS

MUNICIPAL ORDER 22-14          APPT. OF OFFICER LYLE ATHERTON       JOHN SINGLER, ATTORNEY
                                               to ST. MATTHEWS POLICE DEPARTMENT

Chief Barry Wilkerson introduced Officer Atherton to those present and gave a brief summary of his career. Councilmember Flynn made a motion to accept MO 22-14. The motion was seconded by Councilmembers Bowling, Clark, and Nay.

Upon Voice Vote: (7-0) the motion carried.

MUNICIPAL ORDER 22-15          APPT. of OFFICER TITUS RINER              JOHN SINGLER, ATTORNEY
                                               to ST. MATTHEWS POLICE DEPARTMENT

Chief Barry Wilkerson introduced Officer Riner to those present and gave a brief summary of his career. Councilmember Flynn made a motion to accept MO 22-15. The motion was seconded by Councilmember Clark, Nay, and Bowling.

Upon Voice Vote: (7-0) the motion carried.

MUNICIPAL ORDER 22-16           APPT. of OFFICER DAVID KEMPER         JOHN SINGLER, ATTORNEY
                                                to ST. MATTHEWS POLICE DEPARTMENT

Chief Barry Wilkerson introduced Officer David Kemper to those present and gave a brief summary of his career. Councilmember Flynn made a motion to accept MO 20-16. The motion was seconded by Councilmember Nay, Bowling, and Clark.

Upon Voice Vote: (7-0) the motion carried.

EXPENDITURES

Councilmember Bowling made a motion to approve the expenditures listed and have checks drawn on the city’s treasury in the total of $359,490.06. The motion was seconded by Councilmember Nay.

Upon Roll Call Vote: (7-0) the motion carried. Yes Votes: Councilmembers Clark, Holland, Weiter, Bowling, Nay, Flynn, and Olson. No Votes: None.

COMMITTEE REPORTS

· Councilmember Holland relayed he and committee members are moving forward on locating a custodian for The Arterburn as well as a salesperson and back-up cleaning company for quick turn arounds.
· Councilmember Bowling stated that in addition to the hiring of 3 new police officers, the department is applying for a grant to purchase tasers.
· Councilmember Nay mentioned information is being gathered for the November edition of the newsletter.
· Councilmember Flynn said the Insurance Committee will meet on Friday, August 27th at 12 noon.

CITY ATTORNEY’S REPORT

· Councilmember Flynn inquired about litigation. Mr. Singler responded indicating there is only 1 legal matter pending.

MAYOR’S REPORT

· Mayor Tonini stated campaign signs located in right-of-ways will be removed. Campaign signs are allowed on private property with the owner’s permission.
· The return of the St. Matthews Potato Festival is finally here and the city is happy to provide this family-friendly event to the community.
· The city is considering the purchase of additional space for community use.
· “Encanto” will be played at Brown Park on September 10 as part of the movie series.

ADJOURNMENT

Councilmember Weiter made a motion to adjourn the regular meeting. The motion was seconded by Councilmembers Holland and Nay.

Upon Voice Vote: (7-0) the motion carried, and the meeting adjourned at 7:21 p.m.
