Council Meeting Minutes  
August 22 , 2023 
 

A meeting of the St. Matthews City Council was held in-person on Tuesday, August 22, 2023. The meeting was called to order at 7:02 p.m. by Mayor Tonini.  The following people were present:

The Pledge of Allegiance was accomplished followed by the roll call vote of attendance.  

MINUTES  

A motion was made by Councilmember Nay to approve the minutes from the August 8, 2023 council meeting.  The motion was seconded by Councilmember Olson.     

Upon Voice Vote: (7-0) the motion carried.    

PUBLIC MEETING COMMENTS  

Kate Leitner, Manager of the St. Matthews/Eline Branch of the Louisville Free Public Library reviewed a list of upcoming events at the St. Matthews Branch.   

  • The English Conversation Class is on-going and held each Monday evening at 6:00 p.m.   
  • Story times remain scheduled for each Wednesday and Thursday mornings   
  • Tuesday, August 29 @ 2:00 p.m. 52-Week Home Organization Challenge 
  • Thursday, August 31 @ 6:30 p.m.  Family Movie Night “The Secret Life of Pets” 
  • Saturday, September 2 @ 10:30 a.m. Pint Size Playdate 
  • Tuesday, September 5 @ 6:30 p.m. Racial Capitalism and Real Estate:  Why We Need a Tenant Movement 
  • Thursday, September 7 @ 2:30 p.m.  Steve Wiser speaking at the 1st of a series of 3 discussions:  Louisville History Series.  Councilmember Olson expressed interest in scheduling some of these types of meeting in the evenings for people who work to enjoy 
  • Thursday, September 7 @ 3:00 p.m.  Reading with Mercy the Comfort Dog 
  • Saturday, September 9 @ 10:30 a.m. ACT Practice Test (must register beforehand)

Resident Gary Major expressed his appreciation to retiring City Clerk Susan Clark for years of dedicated service to the residents and business owners in the City of St. Matthews.  

PENDING BUSINESS  

There was no pending business on the agenda to discuss.  

SUSPEND REGULAR MEETING 

Councilmember Nay made a motion at 7:11 p.m. to suspend the regular meeting to convene into Executive Session to discuss a personnel matter.  The motion was seconded by Councilmember Clark.   

Upon Voice Vote:  (7-0) the motion carried, and the regular meeting was adjourned, and the Executive Session began also at 7:12 p.m. 

ADJOURNMENT OF EXECUTIVE SESSION AND RECONVENE INTO REGULAR MEETING 

Councilmember Nay made a motion to adjourn the Executive Session and reconvene the regular meeting.  The motion was seconded by Councilmember Olson. 

Upon Voice Vote:  (7-0) the motion carried and the regular reconvened at 7:32 p.m. 

NEW BUSINESS  
MUNICIPAL ORDER  23-20           APPOINTMENTS OF                              JOHN SINGLER, ATTORNEY  
                                                  SANDRA DOANE and RHEBA ROTEN
                                                  AS CITY CLERK/TREASURER
 

Mr. Singler read MO 23-20 appointing Sandy Doane and Rheba Roten to share the responsibilities of St. Matthews City Clerk and Treasurer for the City of St. Matthews until which time Mayor Tonini makes a permanent appointment.  Councilmember Nay made a motion to accept MO 23-20.  The motion was seconded by Councilmember Landes. 

Upon Voice Vote:  (7-0) the motion carried.  

EXPENDITURES  

Councilmember Bowling made a motion to approve the expenditures listed and have checks drawn on the city’s treasury in the total of $381,274.02. The motion was seconded by Councilmember Olson.   

Upon Roll Call Vote:  (7-0) the motion carried.  Yes Votes:  Councilmembers Hernandez, Clark, Olson, Holland, Bowling, Nay, and Landes.  No Vote:  None.  

COMMITTEE REPORTS  

  • Each Councilmember expressed their appreciation to Susan Clark for her assistance to them and the community during her tenure at St. Matthews City Clerk/Treasurer.   Ms. Clark is retiring effective September 1, 2023.    
  • Councilmember Olson also mentioned that the first recipient of the newly created “Outstanding Neighbor Award” will be announced soon.  
  • Councilmember Nay encouraged residents and St. Matthews business owners to sign up for the Reach Alert system.  A reminder has been placed on the city’s website. 

 CITY ATTORNEY’S REPORT  

Mr. Singler also expressed his appreciation for the kindnesses shown by Susan Clark.   

He then asked council members to review Kentucky HB 248 which had been distributed just prior to the meeting.  HB 248 was referred to at the last council meeting by resident Howard Hardin.  It was Mr. Hardin’s understanding HB 248 set guidelines that he believed were not being followed for community houses.  Community houses are located throughout the United States, Louisville Metro and St. Matthews.  Concerns previously expressed by Mr. Hardin do not appear to be included in HB 248 as he believed them to be.  Councilmember Nay asked that a copy of Kentucky HB 248 to be sent to Mr. Hardin.  City Clerk Susan Clark relayed she would mail as requested. 

MAYOR’S REPORT  

Mayor Tonini mentioned to the council members to consider the formulation of a Code Enforcement Board for St. Matthews.  The implementation of a board is a heavy tool in the toolbox to keep the city’s neighborhoods visually appealing and also to prevent safety hazards.  Qualified St. Matthews residents with expertise in matters concerning the board would need to be identified.  Mr. Singler relayed a stipend for their time should be considered.   

ADJOURNMENT  

Councilmember Holland made a motion to adjourn the regular meeting.  The motion was seconded by Councilmembers Bowling and Olson.      

Upon Voice Vote:  (7-0) the motion carried, and the meeting adjourned at 8:07 p.m.
