Council Meeting Minutes

April 28, 2015

 The regular monthly meeting of the St. Matthews City Council was called to order at 7:03 p.m. by Mayor Tonini. The meeting was held at St. Matthews City Hall, 3940 Grandview Avenue. The following people were present:

MINUTES          

 A motion was made by Councilman Nay to approve the minutes from the April 14, 2015 meeting.  The motion was seconded by Councilman Schade.

Upon vote:  (6 – 0) the motion carried.  Councilmen Flynn and Wissing were absent and unable to participate in the vote.

PUBLIC COMMENTS

No one from the public choose to speak at this time.

PENDING BUSINESS

 No pending business was discussed at this time.

NEW BUSINESS

 There was no new business to discuss at this time.

 EXPENDITURES

Councilman Bowling made a motion to approve the expenditures listed and have checks drawn on the city’s treasury in the total amount of $555,473.92.   The motion was seconded by Councilman Nay.

Upon Vote:  (6-0) the motion carried.  Yes Votes:  Councilmen Holland, Weiter, Monohan, Schade, Bowling, Nay.  No votes: None.  Councilmen Wissing and Flynn were absent and unable to participate in the vote.

COMMITTEE REPORTS

Councilman Monohan stated the parking lots at Community Center Park have been repaved.  Finishing touches will be completed this week.  Ten Pin Lane will be milled Tuesday night and repaved Wednesday night.  A request to purchase 2 baseball bollards has been made. Each cost approximately $1,100.  Council members agreed to the purchase.  Implementation of the emergency call station at Brown Park is progressing. Councilman Monohan mentioned the parking lot striping in front of the Community Center could use refreshing.

Councilman Schade informed those present the re-do of Kenan Stratman’s Office is almost complete. Work on the Mayor’s Office and 3rd floor conference will commence soon.  These two rooms have not been touched since St. Matthews moved into this building 20 years ago and are in much need of updating.

Councilman Bowling relayed the officers are developing a plan to cover the St. Matthews Street Festival on May 16th. Five new police cars will be delivered soon.  One additional car will be delivered, however it is a replacement for an existing patrol car that was totaled recently.  The new tasers are here.  All officers will be required to attend a training class in the near future before they are issued a taser.

Councilman Nay mentioned the newsletter has been mailed and should be in homes now.

CITY ATTORNEY’S REPORT

 Foster Haunz had no matters to report on at this time.

 MAYOR’S REPORT

Mayor Tonini reported construction for traffic circles at Iola and Nanz and again at Nanz and Grandview will begin soon. This is a pilot program by Louisville Metro government.  The purpose is to move cyclists off Willis Avenue.  Councilman Schade inquired if the circles become problematic, can they be removed?  Mayor Tonini relayed Louisville Metro has agreed to remove the traffic circles if they are not successful.  Councilman Holland inquired if residential yards will be affected.  No, only right-of-ways will be affected per Mayor Tonini.

Mayor Tonini then directed the councilmembers to a sample letter written by Jim Birch, St. Matthews City Engineer.  The letter will be sent to all home owners on Winchester Road who may or may not be affected by the no parking restrictions on the public road.  Upon review of the letter, the council members gave their approval.

A meeting was held recently regarding the implementation of the Reach Alert program for St. Matthews residents and business owners.  The city would incur the annual cost of $1 per household or businesses for notices that could be delivered immediately , via e-mail, text, or by telephone anyone who has signed up for the service.  The first year of the contract the invoice is reduced to 50 cents per household.   No decision has been made about this proposal.  Mayor Tonini asked Councilman Nay, Chairman of the Communications Committee, to further investigate options associated with this communication tool.

Debris from ditches in the Camelot Subdivision is being removed.

Ash trees on Bowling Blvd. will be taken down this fall as they have been found to be diseased.    Other trees will be planted early spring 2016.

Included in Mayor Tonini’s comments, he relayed City Engineer Jim Birch found out school busses are running over cones and residential yards at Dellridge and Primrose.  JCPS has been notified.  We have not received a response to our request for a resolution to this matter.

The Kentucky Retirement System (KRS) has spiking guidelines that were recently implemented.  The city is in discussions with KRS regarding these regulations.

The new sign posts have arrived.  Approximatively 50 stop signs at 30 intersections have been identified as qualifying for the new signage.  Additionally some busier intersections will soon be receiving new street signs.  The signage meets the most current federal guidelines.

In order to utilize resources and control expenses, the plan is to move janitorial services in-house.  The change will take place July 1, 2015.

Mayor Tonini further mentioned community meetings will be held in late spring/early summer for the neighbors around the back side of Community Center Park.  The purpose is to inform them of the stream restoration project.

Plans are moving forward to help with the drainage issue associated with a ditch on Trinity Hall.

The bid opening for the Washburn Avenue Quiet Zone project will be held May 26th.

The monthly charge for the port-a-johns at Brown and Warwick Parks is $960.00.  We will be looking at ways to decrease the expense.  Tentative plans to add permeant restrooms at Brown Park and Warwick Park are being developed for consideration.

Support is given to the Eline Library Branch as well as Senior Care Experts, St. Matthews Area Ministries and the St. Matthews Chamber of Commerce.  A detailed budget and business plan from each will be required beginning with the 2015-2016 fiscal year to quality for the city’s donation.  Given that the St. Matthews Chamber is responsible for tree major events each year, St. Matthews Street Festival, Halloween in Brown Park and Light Up St. Matthews, and each is reflective of city government, Mayor Tonini suggested that Councilman Nay , as Chairman of the Communications Committee, meet with the Chamber to review programs plans prior to each event.  This would allow the city to have prior knowledge of event details and make suggestions to the event plans.

Mayor Tonini requested that City Attorney Foster Haunz to review the existing Rumpke contract and advise the council as to whether or not the city much advertise for new bids for  garbage collection and recycling services beginning fiscal year 2015.

Councilman Nay made a motion to adjourn the regular meeting.  The motion was seconded by Councilman Bowling.

Upon vote:  (5-0) the motion carried and the meeting adjourned at 8:15 p.m.  Councilmen Flynn, Weiter and Wissing were absent and unable to participate in the vote.
