A special meeting of the St. Matthews City Council was held VIRTUALLY on Tuesday, September 22, 2020. The meeting was called to order at 7:00 p.m. The following people were present:

A motion was made by Councilmember Nay to approve the minutes from the September 8, 2020 special council meeting. The motion was seconded by Councilmember Clark.

ORDINANCE 20-07 REVISED ETHICS ORDINANCE CARRIE RITSERT, ATTORNEY

Per the direction of Mayor Richard Tonini, the City of St. Matthews is working towards becoming a certified City of Ethics, a program offered by the Kentucky League of Cities. The Ethics Ordinance was updated in order to comply with current guidelines. Among other items, this ordinance includes parameters for social media which did not exist until a few years ago. Councilmember Nay made a motion to accept Ordinance 20-07 for passage. The motion was seconded by Councilmembers Olson and Clark.
Upon Voice Vote: (7-0) the motion carried.
ORDINANCE 20-08 2020-2021 AD VALOREM TAX CARRIE RITSERT, ATTORNEY
2nd Reading
Attorney Ritsert summarized Ordinance 20-08 which sets the Ad Valorem tax rate for the 2020 property tax collection year ending June 30, 2021. A brief discussion followed. Councilmember Nay made a motion to maintain the current City of St. Matthews tax rate of 20 cents per every $100 of PVA assessed value of property with a 40% discount if paid by October 31, 2020. The motion was seconded by Councilmember Weiter.
Upon Voice Vote: (7-0) the motion carried.
NEW BUSINESS
MUNICIPAL ORDER 20-08 RDDDP – 6221 Dutchmans Pkwy CARRIE RITSERT, ATTORNEY
Per Jack Ruf, St. Matthews Planning and Zoning Officer, Jaeggers Restaurant is requesting modifications to their restaurant plan which was previously approved. Pedestrian access was tweaked as well as the order station and menu board. None of the requests were found to be objectionable. Councilmember Nay made a motion to accept MO 20-08. The motion was seconded by Councilmember Holland.
Upon Voice Vote: (7-0) the motion carried.
EXPENDITURES
Councilmember Bowling made a motion to approve the expenditures listed and have checks drawn on the city’s treasury in the total of $223,484.53. The motion was seconded by Councilmembers Clark and Weiter.
Upon Roll Call Vote: (7-0) the motion carried. Yes Votes: Councilmembers Bowling, Clark, Holland, Monohan, Nay, Olson, and Weiter.
COMMITTEE REPORTS
· Councilmember Clark reiterated the deadline to enroll in the wellness program offered to city employees is September 25th. The program begins October 12th.
· Councilmember Nay relayed the next newsletter is being constructed for October delivery in homes.
CITY ATTORNEY’S REPORT
Ms. Ritsert had no additional comments to report.
MAYOR’S REPORT
Mayor Tonini discussed the following items:
· Per the request of Mayor Tonini, Police Chief Barry Wilkerson mentioned the police department is adding officers to patrols in order to be extra vigilant.
· The City of St. Matthews is allowing the Board of Elections to utilize the St. Matthews Community Center as a regional polling location for the 2020 General Election. Voting will run from October 13th to November 3rd.
· At this time, Mayor Tonini is prepared to call for a state of emergency if needed following the direction of Louisville Metro. It has not been implemented at this time.
· There will likely be a budget revision to accommodate additional expenses not covered in the original budget. The action item will be on a council meeting agenda soon.
· Mayor Tonini asked Kenan Stratman give an update on Public Works projects. Mr. Stratman relayed the Massie Avenue Drainage and Sidewalk Improvements are about 90% complete with grading and sodding being the last segment of the project. It will likely be finished in early October. Annually, specific streets are identified which need repaving. Work on these streets is expected to be completed in October as well. With the Trinity Hills Culvert Replacement, pricing came in under budget at $110,000 and $150,000 was budgeted, in addition to the culvert some additional work may be performed to address other drainage concerns. The design on the alley and drainage improvements between Grandview and Warner is complete, engineers estimate ($163,000) is higher than the amount budgeted ($50,000). Advertisement on the project went out today on this project and the bid opening is schedule for October 9 at 11:00 a.m. Final grading and sod work on Winchester and St. Germaine should be complete within the next 2 weeks. The council room is undergoing renovations that should be completed before the end of the year.
· Councilmember Nay inquired about the status of a sidewalk she requested to be installed on Shelbyville Road in the vicinity of Bluegrass Shopping Center. Mr. Stratman relayed he would pull the plans and review for future action.
· Mayor Tonini asked representatives of the Chamber of St. Matthews for updates. Josh Suiter relayed a virtual Business Expo is being held this month instead of the customary July.

Councilmember Nay made a motion to adjourn. The motion was seconded by Councilmember Olson.
