Council Meeting Minutes
November 9, 2021

A meeting of the St. Matthews City Council was held in-person on Tuesday, November 9, 2021. The meeting was called to order at 7:02 p.m. The following people were present:

PLEDGE OF ALLEGIANCE

The Pledge of Allegiance was accomplished followed by the roll call vote of attendance.

MINUTES

A motion was made by Councilmember Nay to approve the minutes from the October 26, 2021 council meeting. The motion was seconded by Councilmember Olson.

Upon Voice Vote: (7-0) the motion carried.

PUBLIC MEETING COMMENTS

Kate Leitner, Manager of the St. Matthews/Eline Branch of the Louisville Free Public Library, provided a summary of events scheduled for this branch of the library. The Louisville Orchestra will hold a concert, “Once Upon an Orchestra” will be presented on Tuesday, November 16 at 6:00 p.m. A discussion on how to make an instrument from recycled materials will also be included in this event. A stitchery class will be held November 6th and 7th. Story time for babies are scheduled for Wednesday’s at 10:15 a.m. Toddler story times are scheduled for 11:15 on the same days. There will be no story time Thanksgiving week. The library will be open Friday, Saturday, and Sunday of Thanksgiving weekend. Lastly, the “How to Train Your Dragon” event will be held Wednesday, November 18 at 6:30 p.m. Councilmember Nay inquired about classes for people learning English as a second language. Ms. Leitner suggested utilizing the library’s website where options are available to provide assistance for people who are learning English.

Andrew Owen, candidate for the Louisville Metro Council District 9 which covers part of St. Matthews, introduced himself to those present. He is not a resident of St. Matthews but does live nearby. He relayed his degree is in Urban Planning and Finance and currently owns a real estate investment brokerage business. He went on to say he believes in civility, integrity, and transparency.


Jim Mims is exploring the possibility of being a candidate for the Louisville Metro Council District 9. He introduced himself to those present. He explained he has lived in this area for 40 years, raised his children here and now that his work schedule is more flexible, is interested in serving in a way that gives back to this community. He went on to say he is a certified planner and has a PhD from U of L.

PENDING BUSINESS

DISCUSSION ON TRINITY HILLS SUBDIVISION DRAINAGE ISSUE

Mayor Tonini reported there are no new developments.

ORDINANCE 21-06 RESET OF HOURS FOR CERTAIN ESTABLISHMENTS – TABLED

No discussion took place on the item.

NEW BUSINESS

There was no new business to discuss.

EXPENDITURES

Councilmember Bowling made a motion to approve the expenditures listed and have checks drawn on the city’s treasury in the total of $395,324.23. The motion was seconded by Councilmember Clark.

Upon Roll Call Vote: (7-0) the motion carried. Yes Votes: Councilmembers Bowling, Clark, Flynn, Holland, Nay, Olson, and Weiter. No Votes: None.

COMMITTEE REPORTS

· Councilmember Weiter relayed the Parks Committee is researching specific parameters to ensure the new walking paths at Brown Park meet ADA standards.
· Councilmember Nay mentioned she and Elizabeth Austin are working on an improved system to collect information for each edition of the newsletter.
· Councilmember Flynn relayed a resident has requested a new speed study on Winchester Road. Mayor Tonini has referred the request to Jim Birch and Kenan Stratman.

CITY ATTORNEY’S REPORT

Mr. Singler had no additional comments.

MAYOR’S REPORT

Mayor Tonini gave the following report:

· Mayor Tonini asked the council members to consider appropriate names for the Community Rooms at City Hall for signage purposes. Please submit suggestions to him or City Clerk Susan Clark for approval by the council members. Councilmember Nay suggested one room be named for the 1st mayor of St. Matthews, Jim Noland.
· The City of St. Matthews could host Shakespeare in the Park during the Spring/Summer 2022 season. The consensus of the council members would be to move forward with offering this opportunity to the residents. Susan Clark will schedule a date after confirming if the St. Matthews/Eline Branch is available on that date in case of rain for this otherwise outdoor event. Funds were appropriated in 2021 for this event but had to be cancelled due to covid. Payment made in 2021 will be credited towards the 2022 event.
· Work on the elevator continues.
· Louisville Paving is working on the foundation of the Dupont Bridge including the installation of new rebar. The bridge should be resurfaced soon.
· Councilmember Holland inquired about beatifying the streetscape along Shelbyville Road both east and west of Breckenridge/Chenoweth Lanes. Mayor Tonini said he has met with Independence Bank President Louis Straub who is also interested in increasing the visual appeal of the area. Plans are being formulated on this matter.
· Mayor Tonini asked council members for consider possible names for the new walking paths at Brown Park as well.

ADJOURNMENT

Councilmember Weiter made a motion to adjourn. The motion was seconded by Councilmember Nay.

Upon Voice Vote: (7-0) the motion carried, and the meeting adjourned at 7:47 p.m.
