November 24, 2020

A special meeting of the St. Matthews City Council was held VIRTUALLY on Tuesday, November 24, 2020. The meeting was called to order at 7:00 p.m. The following people were present:

MINUTES

A motion was made by Councilmember Nay to approve the minutes from the November 10, 2020 special council meeting. The motion was seconded by Councilmembers Holland and Clark.

Upon Voice Vote: (7-0) the motion carried.

No one had any comments to add due to special meeting status.

PENDING BUSINESS

DISCUSSION ON TRINITY HILLS SUBDIVISION DRAINAGE ISSUE – Tabled

NEW BUSINESS

MUNICIPAL ORDER 20-10            CUP FOR PROPERTY LOCATED AT       CARRIE RITSERT, ATTORNEY
                                                  3918-3922 WESTPORT ROAD

If approved, this municipal order would allow the restaurant Taco Choza to request a Conditional Use Permit to create outdoor space to serve alcohol to diners. Attorney for the restaurant, Jon Baker, reviewed the plan including verification that the minimal number of parking spaces would still be available. Mr. Baker further verified thru Brad Breeland, property owner, that no lease exists for land use other than for businesses on these properties. Chris Brown, planner with BTM and representing Taco Choza, stated he had completed a search of records at Planning and Design Service and found no record of a joint or shared parking approval for these properties to serve the parking needs of nearby uses owned by Breeland. Councilmember Monohan made a motion to accept MO 20-10. The motion was seconded by Councilmember Bowling.

Upon Roll Call Vote: (7 -0) the motion carried. Yes Votes: Councilmembers Clark, Weiter, Monohan, Bowling , Olson, Holland, and Nay. No Votes: None.

DECISION TO HOLD/CANCEL DECEMBER 22, 2020 COUNCIL MEETING

The City of St. Matthews by ordinance holds their regular and virtual meetings on the 2nd and 4th Tuesday’s of each month. Due to the 4th Tuesday falling on December 22 and its proximity to a major holiday such as Christmas, Councilmember Nay made a motion to cancel the 4th Tuesday meeting falling on December 22, 2020. The motion was seconded by Councilmember Weiter.

Upon Vote: Vote: (7-0) the motion carried.

EXPENDITURES

Councilmember Bowling made a motion to approve the expenditures listed and have checks drawn on the city’s treasury in the total of $320,218.37. The motion was seconded by Councilmember Weiter.

Upon Roll Call Vote: (7-0) the motion carried. Yes Votes: Councilmembers Bowling, Clark, Holland, Monohan, Nay, Olson, and Weiter.

COMMITTEE REPORTS

· Councilmember Clark relayed employees are in week 7 of the Naturally Slim wellness program and participants are welcome to join a zoom meeting. Date and time will be confirmed soon.
· Councilmember Bowling is working on an amended budget for the 2020-2021 Fiscal Year.
· Councilmember Nay mentioned suggestions for the next newsletter are needed. All information will be finalized by early January for a February delivery date.

CITY ATTORNEY’S REPORT

Ms. Ritsert had no additional comments to report.

MAYOR’S REPORT

Mayor Tonini discussed the following items:

· A draft of the 2019-2020 budget will be forthcoming. The audit review is scheduled for the December 8, 2020 meeting.
· Mayor Tonini asked Major Cobaugh to relay accurate information regarding a recent incident at the Mall St. Matthews. Major Cobaugh mentioned there was inaccurate information posted on social media related to the incident. During daylight hours, a woman leaving the mall was approached by a person unknown to her. It appeared the man was attempting to steal her purse. Due to the quick thinking of the woman, she screamed and kicked at the man who ran back to car waiting for him. The woman ran back inside the mall. The entire incident was 2 seconds or less. The woman’s purse was not stolen nor was she physically harmed.
· Work on the alley running behind Grandview Avenue is nearing completion.
· Drainage work in the Trinity Hills subdivision is progressing.
· The city is looking into changing out traditional streetlights with LED lights. More information will be forthcoming.
· The Health Department is responsible for enforcing covid-19 restaurant restrictions.
· There has been some controversy about the removal a squirrel crosswalk that was painted on Winchester Road by an unknown person. However, creative as the idea was, it is not allowed because it could be mistaken for a pedestrian crosswalk and someone could be hurt. Additionally, another resident reported it was dangerous because cars where slowing down in confusion and causing back-ups on Winchester Road.
· A person who missed the deadline for the discounted amount on the property tax sent in an e-mail expressing displeasure that the rules were enforced and exception was not made.
· Employees at St. Matthews City Hall have been affected by covid. If a family member has covid it is assumed other family members in the household have covid and will quarantine at home in order to stop the spread of the virus.
· As of this date, 325 people did not take advantage of the discounted property tax offered.
· Mayor Tonini asked Elizabeth Cleary of the Chamber of St. Matthews to give an update on the virtual Light-Up St. Matthews that will be held Saturday, December 5th. Ms. Cleary relayed holiday lights are up in Brown Park. Guidelines for the coloring contest are on the Chamber’s website.

Councilmember Nay made a motion to adjourn. The motion was seconded by Councilmember Olson.

Upon Voice Vote: (7-0) the motion carried, and the meeting adjourned at 8:35 p.m.
