SPECIAL VIRTUAL Council Meeting Minutes
March 23, 2021

A special meeting of the St. Matthews City Council was held VIRTUALLY on Tuesday, March 23, 2021. The meeting was called to order at 7:00 p.m. The following people were present:

PLEDGE OF ALLEGIANCE

The Pledge of Allegiance was accomplished followed by the roll call vote of attendance.

MINUTES

A motion was made by Councilmember Nay to approve the minutes from the March 9, 2021 special council meeting. The motion was seconded by Councilmember Clark.

Upon Voice Vote: (7-0) the motion carried.

PUBLIC COMMENTS

There were no public comments as the meeting is in special meeting status.

PENDING BUSINESS

· Kenan Stratman, Public Works Director for the City of St. Matthews, relayed the water company sent a contract this week related to moving water lines that will be necessary to complete the Trinity Hills subdivision drainage project. They will begin their design work which will take approximately 1 week. It will be approximately 1 month for significant mobilization to occur showing signs of improvements.
· City Attorney John Singler has completed extensive research regarding back-up noise on equipment per Carrie Ritsert. It appears mandatory to have this sound for safety reasons. Any noise ordinance developed would be applicable to the entire city. Jack Ruf, Planning and Zoning Administrator as well as Chief Code Enforcement officer will continue to document infractions and complaints from Home Depot. He and Mr. Singler will research opportunities for improvement, so neighbors are not negativity affected by noise caused by nearby businesses.
· Louisville Metro passed an ordinance setting parameters for the location of vaping shops. Their ordinance does not allow them within 1,000 feet of a school for example. Jack Ruf and Attorney Singler will work together to formulate a similar ordinance for St. Matthews. The 1,000-foot rule may not be practical for St. Matthews but it may be possible to lower the threshold to 500 feet for example or change the parameters for measuring.

NEW BUSINESS

DISCUSSION RELATED TO IN-PERSON AND/OR HYBRID COUNCIL MEETINGS

Mayor Tonini started the discussion about the commencement of holding in-person meetings. It will be one-year next month that the council meetings moved to special meeting status and virtual meetings began. Mayor Tonini inquired if anyone was uncomfortable with meeting in person and no one objected. Councilmembers will be distanced, temperatures will be taken, a list of attendees will be developed, and guest chairs will be spaced around the room. If more people attend the meeting than the room allows, an overflow room will be utilized with a virtual connection. Anyone can continue to participate thru WebEx if preferred. All councilmembers agreeing, in-person council meetings will commence at the April 13, 2021 council meeting.

EXPENDITURES

Councilmember Bowling made a motion to approve the expenditures listed and have checks drawn on the city’s treasury in the total of $75,500.69. The motion was seconded by Councilmembers Weiter and Olson.

Upon Roll Call Vote: (7-0) the motion carried. Yes Votes: Councilmembers Bowling, Clark, Flynn, Holland, Nay, Olson, and Weiter.

COMMITTEE REPORTS

· Councilmember Nay relayed a Reach Alert message will be sent this week notifying residents and business owners of a virtual meeting hosted by the Office of the Property Valuation Administration (PVA). The virtual meeting will be held Tuesday, March 30th at 6:30 p.m. regarding the reassessment of residential and business property by that office. Property taxes will rise when properties are reassessed typically at a higher value. The information to access the meeting is found on the website of the PVA and City of St. Matthews under Events. Councilmember Nay then thanked Kenan Stratman for the Community Center Park Sign that is being erected on Ten Pin Lane.
· Councilmember Flynn said an Insurance Committee meeting will be held at City Hall in the 2nd floor conference room on Wednesday, March 24th, 2021.
· Councilmember Olson asked for the photos of logos suggested for use in the Council Chambers to be sent again has she was unable to open the attachment. Mr. Stratman shared the image for councilmembers to review at that time. It was the consensus of those present that the oval with the black background placed on the front of the desks was preferred. Councilmember Bowling asked that “City of” be added to the plaque.

CITY ATTORNEY’S REPORT

Ms. Ritsert mentioned the former owners of the Galleria shopping center have filed Chapter 11. The new owner intends to keep as much of the current footprint as possible. There should be no dramatic change to the shopping center long term.

MAYOR’S REPORT

Mayor Tonini discussed the following items:

· A response was given to a non-resident of St. Matthews regarding suggestions she had for the city.
· The Office of the Property Valuation Administration (PVA) will host a virtual meeting on March 30, 2021 at 6:30 p.m. A link to the zoom meeting is found on www.stmatthewsky.gov and the PVA’s website.
· Chief Wilkerson relayed catalytic convertor thefts have increased but overall no other news.
· Kenan Stratman mentioned the city is moving ahead with the remodeling of the St. Matthews Community Center. The Public Works Department is also planting trees as is done annually around the city.
· Ballfields are being utilized and pavilions are open for use with limited capacity.
· Jack Ruf said code enforcement complaints have increased as is typical each spring. Daryl Cleary is responding to them in order they are received.
· Elizabeth Cleary from the Chamber of St. Matthews will have a report at the next council meeting.

ADJOURNMENT

Councilmember Weiter made a motion to adjourn. The motion was seconded by Councilmembers Clark and Nay.

Upon Voice Vote: (7-0) the motion carried, and the meeting adjourned at 8:23 p.m.
