A special meeting of the St. Matthews City Council was held VIRTUALLY on Tuesday, July 28, 2020. The meeting was called to order at 7:07 p.m. The following people were present:

MINUTES
A motion was made by Councilmember Nay to approve the minutes from the July 14, 2020 special council meeting. The motion was seconded by Councilmember Clark.
Upon Voice Vote: (7-0) the motion carried.

PENDING BUSINESS
DISCUSSION ON TRINITY HILLS SUBDIVISION DRAINAGE ISSUE – Tabled

ORDINANCE 20-05 REVISION OF SOLICITATION RICHARD TONINI, MAYOR

ORDINANCE 20-06 GOLF CART REGULATIONS CARRIE RITSERT, ATTORNEY
2nd Reading (then Tabled)
Attorney Ritsert read a summary for 2nd reading by title on Ordinance 20-06 allowing for low-speed vehicles on public streets. Use on specific roads in St. Matthews would be prohibited except to crossover due safety concerns associated with a high volume of traffic on those roads. All prohibited roads are listed in the ordinance. Questions arose concerning the mandatory use of seat belts in golf carts, red reflectors, and will the St. Matthews Police Department complete the inspections. Additionally, the question was raised of can and should Code Enforcement Officers have the authority to write tickets. Councilmember Flynn made a motion to defer Ordinance 20-06 to the next council meeting when firm answers to these questions can be addressed. The motion was seconded by Councilmembers Clark and Olson.
Upon Voice Vote: (7-0) the motion carried and the 2nd reading and vote was deferred to the August 11, 2020 meeting.
GRANT APPLICATION CONSIDERATION FOR RICHARD TONINI, MAYOR
ST. MATTHEWS LITTLE LEAGUE
Mayor Tonini gave a brief overview of circumstances that were covered in the last council meeting and why the St. Matthews Little League has completed a grant application. Due to the covid-19 pandemic, many players and their families choose not to participate in the season. Additionally, several sponsorships were affected. The St. Matthews Little League has not mismanaged their revenue, it is due to the affects on the pandemic. Councilmember Bowling made a motion to grant $35,000 to the St. Matthews Little League as requested. The motion was seconded by Councilmembers Mary Jo Nay and Amy Olson.
Upon Roll Call Vote: (6-0) the motion carried. Yes Votes: Councilmembers Clark, Holland, Bowling, Nay, Flynn, and Olson. No Votes: none. Councilmember Monohan experienced technology problems and excused himself from the meeting.
NEW BUSINESS
BECOMING A CERTIFIED CITY OF ETHICS RICHARD TONINI, MAYOR
The Kentucky League of Cities (KLC) has developed a program where municipalities can become a certified city of ethics. In the last 4 years, 24 cities across the commonwealth cities become a KLC certified City of Ethics. It involves reviewing the ethics ordinance, review of procedures, and all councilmembers and members of the Ethics Committee must attend a 90-minute training session. Councilmember Mary Jo Nay made a motion to move forward with St. Matthews becoming a certified city of ethics. The motion was seconded by Councilmember Clark.
Upon Roll Call Vote: (6-0) the motion carried. Yes Votes: Councilmembers Clark, Holland, Bowling, Nay, Flynn, and Olson. No Votes: None.
EXPENDITURES
Councilmember Bowling made a motion to approve the expenditures listed and have checks drawn on the city’s treasury in the total of $334,109.16. The motion was seconded by Councilmembers Olson and Nay.
Upon Roll Call Vote: (6-0) the motion carried. Yes Votes: Councilmembers Bowling, Clark, Flynn, Holland, Nay, and Olson. No Votes: None.
COMMITTEE REPORTS
· Councilmember Bowling deferred to Chief Wilkerson for a report. Chief Wilkerson relayed that due to a drain of resources, LMPD may or may not be able to back St. Matthews Police Officers in case of an emergency. A Memorandum of Agreement is being developed to outline procedures with police departments of other suburban cities in cases of need or emergency.
· Councilmember Nay mentioned the newsletter is at the printer and should be in homes by August 5th.
· Councilmember Flynn said the Insurance Committee will likely meet this week regarding renewal options. After meeting with the insurance broker, it was learned Naturally Slim is a nationally recognized, well-respected wellness program that is promoted throughout the country. It is normally only offered to groups of 10,000 employees and more so kudos to Officer Jetter for contacting the CEO of Naturally Slim and securing such reasonable price and to a group as small as ours. It will be discussed at the Insurance Committee meeting. Recommendations for the next renewal period will be made to the council members soon.
CITY ATTORNEY’S REPORT
Ms. Ritsert had no additional comments to report.
MAYOR’S REPORT
Mayor Tonini discussed the following items:
· Progress is being made with construction project on Massie Avenue. Several phone calls have been received from residents in appreciation of the improvements.
· St. Matthews Public Works Director Kenan Stratman is finalizing a list of streets that will be repaved in the near future.
· Mayor Tonini made a trip to Frankfort in search of a bucket truck from the state surplus department. Nothing is available at this time, but he should be notified if a bucket truck becomes available.

Councilmember Nay made a motion to adjourn. The motion was seconded by Councilmember Flynn.
Upon Voice Vote: (6-0) the motion carried, and the meeting adjourned at 8:03 p.m.
