The meeting of the City Council was called to order at 7:02 p.m., at City Hall.

MINUTES: Motion was made by Councilman Nay, seconded by Councilman Schade to
approve the minutes of the meeting of November 23, 2010.

Upon vote (5-0) and Councilman Wissing abstained, the minutes were approved.

Municipal Order 10-07 – A Municipal Order relating to the disposal of surplus property. Motion was made by Councilman Nay, seconded by Councilman Tonini to approve Municipal Order 10-07. The city has a Case Backhoe that is old and too costly to repair. The city will accept written bids from anyone interested in purchasing the backhoe. The city will also advertise on the Kentucky League of Cities website, a state website for cities to sell items. The will be sold in January to the highest bidder.

Upon vote (5-0), the motion was unanimously approved.

Mayor Bowling reported that CSX will being installing the new crossing gates on Chenoweth Lane on April 26, 2011, with the gates completed on May 12, 2011. Until this time, the St. Matthews Police Department will continue to monitor the Hubbards Lane and Chenoweth Lane crossings as agreed.

Little League Discussion – Motion was made by Councilman Flynn, seconded by Councilman Nay for the approval of $5,000 for umpires at tournament time. Mayor Bowling informed the council that the Little League will be changing their current Little League program to the Cal Ripken program, stating in 2011. This will bring them in line with other leagues in the area.

Upon vote (5-0), the motion was unanimously approved.

Councilman Nay made a motion, seconded by Councilman Schade to cancel the December 28, 2010, council meeting. This is due to the Christmas Holiday.

Mayor Bowling announced that newly elect Louisville Metro Mayor Greg Fischer’s inaugural will January 3, 2011, and would like to have the small cities to participate. St. Matthews will have a police car in the parade. Anyone who is interested in attending, on behalf of St. Matthews, should see Mayor Bowling for details.

BILLS: Motion was made by Councilman Tonini, seconded by Councilman Nay to approve the list of bills, attached, for payment, total $261,130.46.

Upon vote (6-0), the motion was unanimously approved.

COMMITTEE REPORTS

Councilman Monohan

Inquired about the sidewalks on Chenoweth Lane. Mayor Bowling stated that the engineering for the Shelbyville Road sidewalks had taken up much of the engineering company’s time, however, the city will be looking into the Chenoweth Lane sidewalks in early 2011.

Community Center Park – Proposed change s the entrance at Blenheim. Councilman Monohan distributed to the council a current photo of the Blenheim entrance and a proposed rendering of what the board at Stonehenge Condo Association and the parks committee were suggesting. The council members were pleased with the proposed changes.

The beavers are back at Arthur K. Draut Park. Mayor Bowling will have someone come and remove them. Several people have inquired about being allowed to safely capture the beavers, so that they can be released in another remote location. The mayor and city council are concerned about the extensive damage that is and can continue to be done by these animals. However, it is the city’s intent to not harm the beavers in any way.

Work continues on removing the non-plants at Brown Park. The company employed to remove the plants is working in cooperation with the St. Matthews Works Department. Works crews are chipping the brush being removed, so that the mulch can be used in other applications.

Councilman Tonini

Shared a letter from the Kentucky State Police praising our dispatch staff, in their effective use of the NCIC Link and other investigative programs. According to the letter, the St. Matthews Police Department had nearly zero errors. This is well below the average of errors, for most other departments in the state.

The police department has completed two of three phases to promote a police officer to sergeant. All prospective officers are currently employed in the St. Matthews Police Department. However, an outside testing service has been employed, so as to keep the process unbiased. The St. MPD currently has an officer performing the sergeant duties as an acting-sergeant, until the position is filled. This promotion will not leave the department short on patrol officers.

Motion was made by Councilman Nay, seconded by Councilman Flynn to go into an Executive Session, to discuss a possible litigation matter, at 7:30 p.m.

Upon vote (6-0), the motion was unanimously approved.

Motion was made by Councilman Monohan, seconded by Councilman Nay to go back to the regular session at 7:55 p.m.

Upon vote (6-0), the motion was unanimously approved.

ADJOURN: Upon motion made by Councilman Flynn and seconded by Councilman Wissing the meeting was adjourned at 8:02 p.m.
